Bates County Commission discusses insurance coverage
The Commissioners were in and out of the office most the day. They also dealt with phone calls on roads. John worked on getting the 2 citizens to sit on Board Of Equalization that is coming up on July 21st and 22nd. The last day to set an appointment for a BOE hearing is the 14th.
July 9, 2025 The Bates County Commission met with Presiding Commissioner Jim Wheatley and Southern Commissioner Trent Nelson present. Northern Commissioner John Gray was on vacation.
Charles Rush with Cook Insurance came in for his scheduled meeting. He rebuts points the other Insurance Competitor had brought up. Every insurance company will do their own risk assessment for Property and Casualty Insurance. He feels as a broker they have no business helping or ensuring how a Policy Handbook is written. He further points out that they cannot claim that as a bigger company they can provide a better rate as they all get their insurance from the same companies. It’s against the law. A quote from the same company would be the same to either broker to the penny. The only difference between the 2 companies is the service they can provide. Trent stated, “100 yards away is better than 100 miles away”. Charles replied, “We’d like to think that”. He also stated that he feels they can improve the service they do provide. He would like to increase communications with the employees and with HR. Check into the health coverages on preventative and wellness, not just focusing on price. Charles stated that there is a software program he is looking into that will help in the process of Health Insurance. He is expecting a bigger percentage rise in insurance this year over the last few and would like to get started in looking for renewals. Jim stated he wants to have all the elected officials in on health coverage this time. Jim also stated that some of the concerns over charges with Bates County Memorial need to be addressed with the CEO and Director. He referred to an email that John received on how the Hospital does not have Critical Care status therefore the cost of transportation is given to the patient and not picked up by the government. Cass Regional and Elliot Hospital have this status. Jim passed that information on to Mark Alford’s office to see if anything can be done about it. Jim stated he personally does not use the insurance coverage by the county as he has other health insurance coverage, however he still is aware of what is going on with the employees and the county. Charles ended up with how he would love to continue to work with the county and will make every effort to improve in any aspect necessary.

2. Rattlesnake Hill Roads 11/06/2023 evening meeting 6/11/25 still gaining signatures. To date 10 people have signed and one resident is declaring he will not sign. All need to sign to move the drives to roads.

4. Opioid Settlement Resolution 10/2/2024 (Judge Highley).
5. EEZ Board 3/26/2025 Proposal Fee with scope of work received $12,000.00 fixed fee 6/11/25.

One dandy ham

Obituary - Clarice Knight
She was born on February 6, 1936, in Ottawa, Kansas the daughter of Clarence Edward and Lola May (Underwood) Oswald. Clarice attended grade school at the Rural Acorn School in Franklin County, Kansas. She was very active in Acorn Rustlers 4H Club in Franklin County and was on the 4h Council. She graduated in 1954 as Valedictorian of her class from Princeton High School in Princeton, Kansas.
Following graduation, she married Loy Dean Knight at the Princeton Methodist Church on June 27, 1954. Clarice became an Air Force wife living in Amarillo, Texas; Midwest City, Oklahoma; Misawa, Japan; Topeka, Kansas; Nattenheim, Germany and Spring Lake, North Carolina. After her husband’s retirement they moved back to Princeton where they made their home until 2016, later moving to Ottawa, Kansas.
Clarice was a member of the Princeton United Methodist Church where she played the piano and organ for over 50 years. She also played in various churches and gave piano lessons throughout her life. Music and her faith were always very important to her.
Clarice was also a member of the United Women in Faith, VFW Auxiliary, and Daughter’s of the American Revolution (recently receiving her 50-year pin). Clarice held many offices and served these organizations in several capacities until the end.
During her working career she was with the Appraiser’s Office in Franklin County. She later worked 39 ½ years as an Avon Representative. During that time, she received many District Avon Awards. Her greatest job was raising her family.
Clarice enjoyed gardening, canning, sewing, camping, tending to her flowers, Bingo, feeding the birds, and attending her grandchildren’s many sporting events. She and her husband enjoyed camping with the camping club and spending time as Winter Texans. She never missed watching KU Basketball, Royals and Chiefs games.
She is preceded in death by her parents, Clarence and Lola Oswald, her husband Loy Dean Knight, and a granddaughter Kristi Medlen. Clarice is survived by four daughters, Debbie Stephenson and husband Scott of Scranton, Kansas; Nancy Woolery and husband Sheldon of Princeton, Kansas; Cindy Medlen and husband Dean of Rantoul, Kansas; and Donna Mathena-Menke and husband Marvin of Topeka, Kansas.
She is also survived by her grandchildren, Brett (Jodi) Woolery, Kurtis Woolery, Christopher (Jessica) Woolery, Ryan (Lacey) Medlen, Johnna Mathena, Brittany (Ryan) Moranz and Lakyn Stephenson, and great grandchildren, Teagan and Tatum Moranz, Carter Medlen, Brooklyn and Hayden Woolery, Kovax and Radley Woolery and Xander and Easton Jackson
Her family would like to thank Kansas Rehabilitation Hospital, Oakley Place, and Midland Hospice for the kindness and care given to her this past month.

Obituary - Betsy Newman
Betsey Lynn Newman, age 67 of Amsterdam, Missouri died Monday, July 14, 2025 at her daughter's home in Butler, Missouri. She was born February 28, 1958 to Alfred James and Pauline Ada Moore McNeal in Waverly, New York.
Betsey is survived by one daughter, Cristy Lewis of Butler, Missouri; two brothers, Alfred McNeal of Smithville, Missouri and Jerry McNeal of Lone Jack, Missouri; one sister, Cassie McNeal of Helena, Montana; and three grandchildren. Betsey was preceded in death by her parents, Alfred and Pauline McNeal; and two sisters, Cheryl Holtzclaw and Sharon Shipers.

Adrian annexation “moving forward”
Early in the July 14 Adrian board of aldermen meeting, it was asked what is the current status of the Deer Creek annexation to which City Administrator Ryan Wescote replied "it's moving forward" but he went on to say that there possibly had been some miscommunication with one of the large property owners, who was "out of the loop" regarding the city's plans.
"I've since had some conversations with them, I think everyone is on the same page now. At this time, there will be an update coming soon as there are a few more things to be worked out including getting everyone in the subdivision on the petition."
Parallel to that, changes to leadership structure within the HOA may be coming as well. "As soon as all that's completed, we'll be ready to get the law firm involved and take the next step."
As pointed out in the May alderman meeting, there would be many benefits for the subdivision some of which would include city's responsibility for utilities and roads primarily. More about the annexation will be covered in upcoming meetings, anyone who has concerns or questions should plan to attend.
Jim Osborne, water plant operator, appeared before the aldermen to make a plea for holiday pay for permanent part time employees. "None of us deserve full holiday benefits as full time employees do. But if we work (on the holiday) we don't get paid for it as a holiday. I believe if we work (on Christmas, the 4th, etc.) we should get paid for it accordingly".
Osborne went on to say that bereavement pay would be a great benefit as well. He said that he has lost two sons, a grandson and a brother during which he had no choice but to take the days off without pay. "In my opinion, that's wrong. I think we deserve bereavement pay for those days. I'm just asking for your consideration." He added that it would be not just for him, but everyone in the same situation. The subject was moved to executive session for further discussion.
Parking along 8th street has been an issue as it is not allowed along either side of the street. Alderman Bridges pointed out that the passage can be quite narrow when trying to get a fire truck through and cars on both sides the street could present a real problem. Mayor Cunningham mentioned doing an easement as was done on Missouri street could help gain some space. "It's either that or having cars parking in the ditch" to which Admin Wescote added that off street parking might be a good alternative. In any case, it is obvious that more space will have to be freed up to remove the current no parking restriction.
The conversation closed with Wescote saying he is going to look into the matter, compile some information and get back to the aldermen with his findings.
It was announced that the planning and zoning commission has some new members and the lineup now is as follows:

1 year term - Deana Perkins, Tim Sterner

According to Administrator Wescote, code inspections are a top priority whether it be for new or existing rehab/construction. Mayor Cunningham echoed the sentiment, as well as Jeremy Bridges who said that "anywhere else, contractors have to follow code" and that Adrian should be no different. It is likely an inspector may need to be put on the payroll at some point, but there are options available. Ryan Wescote said that the August meeting agenda already includes discussion of these, along with related topics as the city continues to clean up codes in general.
Some modification was made to Adrian's liquor license ordinance as the original ordinance was taken verbatim from state statute and needed to be tailored for the city. The changes included restructuring of fees and it is recommended that anyone with or seeking such a license needs to contact city hall. Business license renewals have now been aligned with liquor license renewals, again contact city hall if you have questions.
Other action during the meeting included approval of tires for a fire truck, the library budget and some ongoing discussion about the fireworks ordinance.
The Adrian Board of Aldermen meet on the second Monday, 7 pm at city hall and the public is highly encouraged to attend.
Road closure in Harrisonville due to damaged gas line
Crews have closed S Jefferson Parkway in both directions, near the entrance to Golden Years (2001 S Jefferson Pkwy), as crews work to repair a damaged gas line.
Hume brings a little 'Christmas in July'
Just for fun, Christmas ornaments have been hidden in Hume park and youngsters who find them receive a special prize and seen below are the first three winners. Those behind the effort say more will likely be more ornaments hidden throughout the month, so go take a look!

Obituary - Robert Conway
Robert Grayson Conway, 86, Overland Park, KS, passed away on Thursday, July 10, 2025, at Stratford Commons, in Overland Park, following a brief illness. Robert was born on September 24, 1938 to Everett Clark and Josephine (Helm) Conway. He married Beverly Elaine Sherman on March 17, 1961 in El Dorado Springs, MO and she preceded him in death on November 14, 2017.
Robert grew up in Pacific, MO and graduated from Pacific High School. He lived in Nevada, MO and then in Olathe, KS most of his adult life. He worked in construction beginning with Joseph L. Pohl Construction in Nevada then Combustion Engineering in Kansas City where he retired in 1993.
Robert was an avid golfer, a sport he enjoyed his whole life, and was a proud member of the Missouri National Guard.
Survivors include his children, Lisa Conway, daughter, Overland Park, KS, and Rob Conway (Annalisa Pizzarello Conway), Lake Sherwood, CA; three grandchildren, Eleanor Layne, Nico Conway, and Matteo Conway; two great-grandsons, Palmer Layne and Wesley Layne; and two brothers, John Conway and Mike Conway. In addition to his wife, Beverly, and his parents he was preceded in death by one grandson, Adam K. Layne, and several brothers and sisters.
Visitation will be held from 1:00-3:00 p.m. on Tuesday, July 22, 2025 at Ferry Funeral Home in Nevada followed by a graveside service at Newton Burial Park in Nevada.
Obituary - Connie L Loots
Connie had many loves throughout her life; but she married her one true love, Willard Loots, in 1987. They enjoyed traveling, golf, country club events and spending time with their many friends until his passing. She was always very involved in her church; usually in the kitchen. She was known for her cooking and baking. Her pies, homemade noodles and Christmas Cookies were always a hit! She loved her gospel music and old hymns like Amazing Grace and What a Friend We Have in Jesus. She adored her Grandkids and spoiled them rotten; especially at Christmas. Many times, the gifts would overtake the Christmas tree. You never knew what gadget you may get; she loved her QVC!
While she lived in many places over the years; including Arizona, Florida, Iowa and Missouri, she loved living in North Carolina the most. Her church and friends there held a special place in her heart.
Connie was preceded in death by her parents, brothers Billy and Alan, her great grandson Owen Linder and her beloved husband, Willard.
Connie is survived by 3 children: Cathy Laizure and husband Charlie of Urich, MO, Justin Wood and wife Theresa of Aurora, Co and Cindy Reavis and husband Hugh of Yadkinville, NC. 10 grandchildren: Allie Grimes, Luke Grimes, Curtis Grimes, Morgan Linder, Landen Laizure, Chase Laizure, Seth Wood, Jamie Reavis, Brian Reavis and Kayla Driscoll, great grandkids, other relatives and friends.
The suffering is over. The rejoicing begins!

Obituary - Shea Beddo
Shea graduated from Pleasant Hill High School in 1989 and married her husband, Duane, on August 19 of that same year.
Over the years, Shea devoted much of her time to her family and community. She was a Cub Scout Den Leader, a proud baseball and soccer mom for Dylan’s teams, and a regular volunteer at events throughout the Harrisonville School District.
Shea had a deep love for animals, especially her dogs, and spent many hours volunteering at local dog shelters across the Kansas City area. She began each day with a workout and was known for her kindness, quiet strength, and appreciation for life’s simple pleasures—like a good margarita or glass of wine shared with family and friends.
She is survived by her husband, Duane; her son, Dylan, and daughter-in-law, Monica; her father, Mike; her sister, Stella; nephews Alex (Christina) and Colton; and her three dogs, Meeka, Kingston, and Jade. She was preceded in death by her mother, Sharon Birch.
Cremation with a Celebration of Life Visitation will be held 2:00 p.m. - 4:00 p.m. Thursday, July 17, 2025 at Dickey Funeral Home, Harrisonville, Missouri.
