Obituary - Gary Carter
Gary Lee Carter, 50, Adrian, Missouri, died Thursday, June 14, 2012 at his home. Graveside services will be held at 2:00 p.m. Wednesday, June 20, 2012 at the Crescent Hill Cemetery in Adrian. No visitation. Memorial contributions may be made to the Angel Gibson Love Fund, c/o Atkinson Funeral Home, P.O. Box 325, Adrian, MO 64720.
Obituary - Mary Emmett
Mary Elsie Eudoris Emmett, 86, Harrisonville, Missouri, died Wednesday, June 13, 2012 at Crown Care Center in Harrisonville. Funeral services will be held at 11:00 a.m. Saturday, June 16 at the Atkinson Chapel in Harrisonville. Visitation will be from 10:00-11:00 a.m. Saturday at the chapel. Burial will be in Garden City Cemetery, Garden City, Missouri.
Mary was born July 2, 1925 in Clarendon, Texas, the daughter of William Alexander and Mary Eulala (Meadders) McIntire. During WWII, Mary was a welder and boilermaker at shipyards in California. She had lived in Miami, Oklahoma before moving to Cass County, Missouri in 1956. She worked for Osawatomie State Hospital as a nurse’s aide before retiring in 1988. She was a member of Southfork Baptist Church in Drexel, Missouri.
Mary was preceded in death by her parents, two daughters, Betty Arms and Gracie Frisby; three sons, William Emmett, Jr. Lee Wilson and Henry Edgar Tanner and one sister. She is survived by two sons, James Emmett, Commerce City, Colorado and Robert “Bobby” Sutton, Osceola, Indiana; eight daughters, Patsy Urban, Cardin, Oklahoma, Rhea Conlon, Garden City, Missouri, Lois Cunningham, Harrisonville, Missouri, Maxine Johnson, Drexel, Missouri, Suzella Graham, Garden City, Missouri, Elsie Goben, Garden City, Missouri, Loretta Ernest, LaCygne, Kansas and Valerie Lee, Kidder, Missouri; 48 grandchildren; 151 great-grandchildren and 15 great-great-grandchildren.

Signing Bills, Enacting Laws

With the legislative session behind us, the bills passed by the General Assembly have been delivered to the governor’s desk to await his signature. Many pieces of legislation will receive consideration between now and the constitutional deadline of 45 days after the official close of the General Assembly. This year that day falls on July 14. If the governor chooses not to take action on a truly agreed bill delivered to him, then that bill will simply take effect on the listed date without the governor’s signature.
Since the conclusion of the 2012 legislative session on May 18, five bills have been signed, and most have contained an emergency clause. An emergency clause is put into place when lawmakers believe that the content is important enough to enact the law immediately upon signing instead of waiting until Aug. 28 of the year the bill was passed.
There have been two bills signed that are important to the 31st District. House Bill 1731 provides for the full funding of Missouri’s seven veterans’ homes and five veterans’ cemeteries by reallocating funds from the Missouri Gaming Commission to the Missouri Veterans Commission and the Veterans’ Commission Capital Improvement Trust Fund. Another bill already signed into law that will take effect Aug. 28 is House Bill 1042. I had the honor of ushering this legislation through the Senate, is a higher education bill that creates a library of 25 core classes that will transfer to all public two- and four-year institutions. The bill also develops a reverse transfer policy, stating that someone who has credits from a two-year school before they attend a four-year school can take the combined credits back to the two-year institution and graduate with an associate’s degree. It also requires the study of best remediation practices from around the country and implementation of those procedures in Missouri. I was honored to be able to participate via conference call in the bill signing ceremony for this bill. I was attending the Midwestern Higher Education Compact meeting in South Dakota at the time and was thrilled the governor allowed Rep. Mike Thomson, R-Maryville, and me to take part in the event.
Most recently signed, House Bill 1549 adds cell phones to Missouri’s No-Call list to protect citizens’ privacy. Senate Bill 450, signed in April during session, modifies the length of terms for school board members in certain school districts that became urban school districts due to the 2010 census. Senate Bill 498 prohibits cities from restricting specific organizations from operating re-sale shops in certain areas.Senate Bill 835 updates the classifications of some fireworks to mirror federal regulations.
The next few weeks will be busy with bill signings prior to the July 14 deadline. As more measures receive the governor’s approval, I will keep you updated.

Whitney Gilmore named BCMH Employee of the Month
Altona 4H news
The members of Altona 4-H gathered on June 13, 2012, at the Altona Community Hall. President Catie Welliver called the meeting to order and led us in the pledges to the American and 4-H flags. Secretary Jennifer Willerton called the roll and there were 27 members and Clover Kids present. There were also 16 adults. Jennifer read the minutes from the May meeting. Conrad Walley motioned to approve the minutes and Case Doody issued a second. Motion passed. Treasurer Cameron Tallman read the treasurer’s report. Our Bates County Fair float committee went over their ideas of what we are going to do for our fair float. We’ll need to meet at the fairgrounds about 3:30 on July 9th to assemble everything and get ready for the parade. Project meeting groups that made announcements and reports were Shotgun, Woodworking, Clover Kids and Photography 1. Other announcements included our judging time for evaluation day and we are also supposed to help clean up the fair building on the last Friday of the fair. Todd Frankenfield made an announcement of the Cass County Fairs and had received invitations wanting people to come show their livestock. Vanessa Tallman sent around the work lists for our Antique Tractor Village fund raiser and reminded everyone that they are to bring two homemade fruit cobblers and two gallons of homemade vanilla ice cream to sell. Clint Cumpton made a motion to adjourn the meeting. Jessie Lowe seconded the motion. Club meetings will not be held the months of July and August because so many members show at different fairs. We’ll see everyone in September!
