Unofficial minutes for November 12, 2016 Drexel City Council Meeting


The Board of Aldermen of the City of Drexel, Missouri met in Regular Session on the above date, Mayor Mayfield called the meeting to order at 7:01 pm at the Drexel City Hall. City Staff present were Police Chief Jon Carpenter, Scott Pierce-Water Technician, Peggy Moles-City Treasurer, and Patty Dreher-City Clerk. Roll call was taken Mayor Mayfield – present, Alderman Duncan-present, Alderman Faulkner, Alderman Crawford – present, Mayor Pro Tem Deal – present. Alderman Faulkner made the motion to approve the agenda, it was 2nd by Alderman Crawford, with no discussion it passing 4-0 vote of the Board. Alderman Crawford made a motion to approve minutes from the last meeting; it was 2nd by Alderman Faulkner, with no more discussion it passed with a 4-0 vote of the Board. 

Special Reports were discussed: 

City Clerk’s Report: Patty Dreher, City Clerk had nothing more to add to her report 

Police Report: Chief Carpenter gave the Board information on a new vehicle for the Police Department. Mayor Pro Tem Deal made a motion for Jon to proceed on ordering an Interceptor SUV, all-wheel drive; the motion was 2nd by Alderman Faulkner, with no more discussion it passed with a 4-0 vote of the Board. A motion was made by Alderman Crawford to go with Hawthorn Bank for the financing for the new vehicle at the 48 month loan replacement schedule; the motion was 2nd by Mayor Pro Tem Deal, with no more discussion it passed with a 4-0 vote of the Board. 

Public Works Report: Scott Pierce updated the Board on the leak this past week (11/7), that didn’t end up being a leak; they believe it was some type of back suction, Tri County had a leak over by Harrisonville, and when they began working on their leak is close to the time our water disappeared, it is still under investigation of what or how it all happened. 

Payroll Warrants: Peggy City Treasurer let the Board that check #4403 to Kansas counselors was voided. Mayor Pro Tem Deal made a motion to approve the warrants; it was 2nd by Alderman Faulkner; with no more discussion, it passed with a 4-0 vote of the Board. 

A motion was made by Alderman Faulkner to approve a building permit for S & T Land & Livestock, it was 2nd by Alderman Duncan, with no discussion, a vote was taken and it passed with a 4-0 vote of the Board. 

A motion was made by Alderman Faulkner to approve a building permit for Robert Zimmerman, it was 2nd by Mayor Pro Tem Deal, with no discussion, a vote was taken and it passed with a 4-0 vote of the Board. 

A motion was made by Alderman Faulkner to approve a building permit for Ed Dougan, it was 2nd by Alderman Duncan, with no discussion, a vote was taken and it passed with a 4-0 vote of the Board. Due to Ordinance # 96 section 102 and Ordinance #426 section 5:4, the Board of Alderman wanted to remind Drexel residents that a building permit is required and needs to be approved by the Board of Alderman before any digging, additions of any kind, or any and all construction can be started on their property. One can obtain a building permit at the Drexel City Hall, it needs to be filled out with and adequate drawing of what resident wants to add on their property, to make sure set backs are all met. The permit will then be presented to the Board of Alderman at the next meeting. The Board of Alderman has agreed to make arrangements if the resident needs to proceed before the scheduled Board of Alderman meeting (second Monday of every month). 

A reading of Resolution # 264, Drexel Community Deposit, was read by Alderman Crawford; a motion to accept the reading of Resolution # 264 was made by Alderman Duncan, 2nd by Mayor Pro Tem Deal, with no discussion it passed with a 4-0 vote of the Board. 

A motion to approve Resolution #264, Drexel Community Deposit was made by Alderman Duncan, 2nd by Alderman Faulkner, with no discussion a roll call vote was taken; Alderman Duncan-yes, Alderman Faulkner-yes, Alderman Crawford-yes, Mayor Pro Tem Deal-yes, the motion passed with 4 Yeses and 0 Nos of the Board. 

First reading of Ordinance #657 General Election; 1 Mayor and 2 Alderman at Large both for a 2 year term, was read by Alderman Crawford. A motion to accept the first reading was made by Mayor Pro Tem Deal, it was 2nd by Alderman Faulkner, with no discussion and a vote was taken passing with a 4-0 vote of the Board. Second reading of Ordinance #657 General Election; 1 Mayor and 2 Alderman at Large both for a 2 year term, was read by Mayor Pro Tem Deal. 

A motion to accept the second reading was made by Alderman Duncan, it was 2nd by Alderman Faulkner, with no discussion and a vote was taken passing with a 4-0 vote of the Board. A motion to approve Ordinance #657 General Election; 1 Mayor and 2 Alderman at Large both for a 2 year term, was made by Alderman Faulkner and 2nd by Alderman Duncan, with no more discussion a roll call vote was taken, Alderman Duncan – yes, Alderman Faulkner – yes, Alderman Crawford – yes, Mayor Pro Tem Deal – yes. Motion passed with 4 Yes’s and 0 No’s of the Board. 

1st Budget meeting is set for November 29, 2016. A motion was made by Alderman Crawford to Adjourn; it was 2nd by Mayor Pro Tem Deal with no more discussion it passed with a 4-0 vote of the Board. (8:38 pm).
