Benton County Sheriff's Department Press Release: Arrested and Re-Arrested

WARSAW, Mo. -- A woman who was in custody for a criminal charge in Arizona escaped from a Benton County sheriff's deputy on Wednesday by diving through a window at her home near Edwards.   Gretchen Bradley, 52, was in a jail uniform at the time she bolted.

Sheriff Rick Fajen says Bradley had been arrested on a warrant from Arizona for trafficking in methamphetamine.   She has a condition that required her to have some medical items, the sheriff says, so a deputy took her to her home to get those items.

While she was in the bathroom, Fajen says, a neighbor asked the deputy what was happening.  That distracted the deputy, and Bradley broke out a window of the bathroom and escaped.

Bradley was captured later in the day hiding in a nearby home.  She'd torn the jail uniform to get out of it, and changed into civilian clothes.
Bradley, who the sheriff says recently moved to Missouri from Arizona, is now charged here with escape from custody and damaging jail property (the uniform).  She's back in the Benton County jail. Two people who live near Bradley's home are accused of helping her after she fled.  Robert Lopez, 34, and Melinda Lopez, 32, are each charged with aiding escape, hindering prosecution, and damage to jail property.  Fajen says the Lopezes helped her get out of her uniform and into other clothes, and took her to the home where she was hiding when she was re-arrested.  A judge set their bonds at $20,000 apiece.

Missouri and Marijuana

COLUMBIA, Mo. Proponents of reforming Missouri’s marijuana laws are weighing goals, methods and chances of success as they consider a renewed push to decriminalize or even legalize possession of the drug. Columbia and St. Louis have both adopted so-called decriminalization ordinances, reducing a first-time offense for possessing less than 35 grams of marijuana to a low-level misdemeanor similar to a traffic ticket. Instead of being arrested, offenders in those cities get a summons to appear in court and face a fine rather than jail.

But the crowd that packed a forum Thursday at the Columbia Public Library clearly favored legalization, even if Democratic state Rep. Chris Kelly — a leading proponent of reform — wasn’t sure the time is right, the Columbia Missourian reported (http://bit.ly/1ew5jjx).

“Does it make sense to do it now?” Kelly asked, saying he wanted to see the organizational support for such an effort. The crowd responded by breaking into cheers and applause. Organizational support is key because a large corps of volunteers would be needed to lobby the Legislature to pass a bill or to get enough signatures to put a pro-marijuana question on a statewide ballot. The Republican-dominated Legislature has been cool to proposals to ease marijuana-related penalties.

A decriminalization bill sponsored this year by Democratic Rep. Rory Ellinger, of University City, did not get a hearing until the final day of the regular session.
But Ellinger told the Columbia forum that even getting a hearing was progress.

“It’s extremely important that we reach across the table and that we don’t call names,” Ellinger said. “We must have Republican sponsorship no matter what we come up with. It’s very important.” Kelly told The Missourian in a separate interview last week he was “thinking very seriously” about introducing legislation next year to legalize and regulate marijuana in the state. But he would only do so, he said, if he were certain that advocates of legalization were ready to stage a forceful public campaign — in case the Legislature decides on its own to put the question on a statewide ballot.

Butler R-V Students Do Well According to Latest State Measure

The Butler R-V School District is pleased to announce the latest results from the Missouri Department of Elementary and Secondary Education’s measure of a school district’s progress. Butler R-V received 114 out of a possible 140 points, scoring a respectable 81.4%
“This score is a reflection of the good work and effort put forth by students, teachers, counselors, and our building principals,” said Assistant Superintendent of Schools, Heath Oates, who also added, “Parents and other caregivers also should share in the good news of this report. Things seem to be headed in the right direction for Butler’s students.”
The report issued by the Department of Elementary and Secondary Education (DESE) is the first using the standards of the fifth round of Missouri’s School Improvement Program (MSIP 5). Long gone are standards about how many teachers/student a district has or how many books a library has. MSIP 5 only measures student outcomes.
On the first standard, Academic Achievement, Butler R-V students scored a stellar 91%, or 51 of the available 56 points. One of the highlights of this category is that students scored 100% in the subject area of science. Students are tested in science at 5th, 8th, and 10th grades.
The second standard involves the academic achievement of student subgroups. Butler R-V has two subgroups counted in this standard—special education students and free/reduced lunch students. Butler R-V received 8 /14 points for this standard.
In College & Career Readiness, the 3rd standard in the MSIP 5 measurement system, the Butler R-V District received 15.5 out of 30 points. This standard uses multiple measures, including ACT scores, the percentage of students who go to college, and the number of students who graduate high school with college credits or vocational certification. Due to the lag time in college enrollment, the data the state uses to determine the scores on this standard lags one year behind, so district administrators are hopeful that this will improve.
The fourth and fifth standards are Butler R-V’s highest. In the attendance standard, the district received 9.5/10 points possible, and in graduation rates Butler High School received a perfect 30/30.
“A huge amount of credit should go to our teachers, students, and parents for the high scores on attendance and graduation rates,” said Butler High School Principal Steve Hubbard. “If teachers engage students, they will want to come to school. When the school, students, and parents work together, graduation rates will continue to improve.”
Both graduation rates and attendance have gone up for the district in recent years.
For further information, readers can see the complete report at: http://mcds.dese.mo.gov/quickfacts/SitePages/DistrictInfo.aspx and click on Butler R-V from the pull-down menu.
