Walter Hearting Honored at Missouri 4-H Hall of Fame

Making the best better for generations of Missouri 4-H’ers, the late Walter Hearting of Appleton City joined the Missouri 4-H Hall of Fame, held August 18 at State Fair Community College.

According to 4-H Youth Specialist Alan J. Mundey, “It wouldn’t be a stretch to say that Walter Hearting of Appleton City gave his life to 4-H—he dedicated 50 years to working with Bates County 4-H kids. Walter worked with Hudson Hustlers 4‑H members as a project leader, but for most of a half-century, Walter was the ‘official’ 4-H bus driver. When kids needed a ride to camp, Walter and his big yellow bus were there. When 4-H’ers needed a ride to Columbia for a state event, Walter had his bus gassed and ready to go. Bates County 4-H is extremely proud of Walter for his dedication to our youth.”

The Missouri 4-H Foundation recognizes individuals who have created a legacy of service to 4-H by honoring them with membership in the Missouri 4-H Hall of Fame. “These leaders have made exceptional contributions to the lives of Missouri 4-H members,” said Missouri 4-H Foundation Executive Director Cheryl Reams.

Hall of Fame inductees from 43 counties established a legacy totaling 1,625 years of service to 4‑H. Family members and friends attended the sixth annual event.

Keep food safe for tailgating

From Tammy Roberts, Nutrition and Health Education Specialist, Missouri Extension

Football season is in full swing. When you think about football, tailgating often comes to mind. It can be just as important as the game for many people. The thing that is important about tailgating, other than having a great time, is to keep your food safe so you are healthy for the next game.

ButlerYouth Center can use your help...

Starting September 4 and on each Tuesday and Thursday throughout the school year, 75-80 kids a night will fill the Butler Youth Center at the old high school. Kelly Stark, manager of the Youth Center, says that they start each year with the basics needed to help the center run smoothly. “But that many kids can quickly deplete the supplies that we have on hand,” said Stark. “Just think what basic supplies you need for a family of 5 and then multiply that by 15!”

Rich Hill under mandatory water ration order

The voluntary rationing order for Rich Hill has been escalated to a mandatory order as of today, as issued by the city superintendent. The Rich Hill water plant cannot keep up with the demands due to the drought- usage is limited to cooking, personal hygiene, laundry and sewage. Absolutely no outdoor watering is allowed. There will be a $500 fine for anyone using water outdoors such as filling pools, watering gardens or lawns.

The order will be in effect until further notice.

Drought assistance available

Nearly 100% of Missouri is now considered to be part of the nationwide 2012 drought disaster. Fortunately, there is help available through the USDA that includes emergency funding for livestock and crop producers.

More information is available on the USDA web site here http://www.usda.gov/wps/portal/usda/usdahome?navid=DISASTER_ASSISTANCE

A grim reminder...

Dynamic Message Signs will provide weekly updates of Missouri fatalities.

JEFFERSON CITY - Motorists traveling across Missouri rely on MoDOT's electronic roadside message signs to provide important highway information. Starting Aug. 1, a new type of safety message will appear. The boards will report the number of people who died on Missouri roads so far this year, and the percentage of those people who were unbelted.

Legislative Process Comes Full Circle

From the desk of Senator David Pearce

We are just a few days away from Aug. 28, the date that most bills passed by the General Assembly during the legislative session and signed by the governor become law. This completes the legislative cycle for those bills whose journey began in January.

The reason Aug. 28 is the typical day for bills to take effect is that it is 90 days after the constitutional end of the legislative session (May 30). Occasionally, a bill will pass with an emergency clause, which means that it becomes effective upon receiving the governor’s signature. There are sometimes bills that have entirely different effective dates, like the beginning of the following year. This often occurs when the bill affects a state agency or another entity and time would be required to implement necessary changes.

Adrian man behind bars after assault on Jasper County detective

Tyler Havens
The Bates County Sheriff's Office now has Tyler Havens, 19, in custody. Havens, whose last known address was in Adrian, now faces charges in two counties after an altercation with a police detective.

Authorities had been looking for Havens, who had active warrants in Bates County for probation violation. He now faces another set of charges as a Jasper County detective was questioning him in an identity theft case on August 16th and during questioning, the detective says Havens shoved him into a wall and hit him. The officer was treated for minor injuries.

Havens also faces charges of assault on a police officer, fleeing arrest, and endangering the welfare of a child.

It's unclear at this time if he will have to face the Bates County charges before being sent back to Jasper County.

Grass fires pose serious threat

From Butler Fire Chief Jim Henry

On Thur., Aug. 23 at approximately 11:57 A.M., the Butler Fire Dept. was dispatched to a field fire at CR 6002 @ CR 1003 N. of Butler. Mutual aid was requested from Adrian Fire Dept. for a brush truck.

On arrival, it was found that a 4-wheeler being used had caught fire, spreading to a field of corn stubble. High winds and low humidity caused rapid spread of the fire to the north. The fire burned approximately 100 bales of hay and several acres of pasture. At one point, the fire jumped State Rt. D east of Passaic.

Additional mutual aid was requested from Amsterdam Fire and Rich Hill Fire.

The last units left the scene at 4:05 P.M.

At approximately 3:17 P.M., a grass fire was reported at 422 S. Main in Butler. A brush unit from Rich Hill and tanker from Butler responded and extinguished this fire, which came dangerously close to structures. The last unit left the scene at approximately 3:38 P.M.

- Chief Jim Henry

On an editorial note, grass fires have become a huge, dangerous problem here in the midwest. As you may have heard, there have been many fires along roadsides with the primary cause being a cigarette tossed out the window.

There are other causes, too, including careless burning of trash, using bbq grills and just plain accidents. However, a few days ago it was reported that bottle rockets were being shot from a moving vehicle on 71 highway that started a string of fires from Adrian to Passaic. Fortunately, our local fire departments moved into action quickly before the fires could pose a threat to any structures.

Some relief may come in the form of rain starting today through most of the weekend. However, the fire threat is sure to return shortly after.

Please use common sense in this dire situation. Our local firefighters and those who own property along our roadways really appreciate it.

Dove season begins Sept. 1st

Dove hunters will need to be extra conscientious about safety this year, according to the Missouri Department of Conservation (MDC). The reasons include weather and the timing of opening day.
MDC Hunter Education Coordinator Tony Legg is urging hunters to review hunting safety measures that are especially important when hunting on specially managed dove fields.

“Having lots of hunters in one place increases the possibility of mishaps,” said Legg. “Under normal circumstances, opening day of dove season is probably the busiest hunting day of the year, other than deer and turkey seasons, and this year is not normal.”

For one thing, said Legg, opening day of dove season this year falls on a Saturday – Sept. 1. Most hunters will not have to take a day of vacation to enjoy the excitement of the dove opener.

Hunters must keep birds they kill separate and identifiable from those of other hunters. Having two or more hunters put their doves into one cooler or other container could violate this requirement unless they use individually identified bags or other means to keep the birds separate.

MDC lists the locations of managed dove fields at www.mdc.mo.gov/node/8905, or you can call the nearest MDC office and ask for information about dove fields in your area. The agency urges hunters to visit dove fields before the season to see if crops have matured.

Missouri’s dove hunting season runs from Sept. 1 through Nov. 9. Mourning, collared and white-winged doves all are legal. The limit is 15 doves of all three species in the aggregate daily and 30 in possession.
Dove hunters ages 16 through 64 must buy a Small Game Hunting Permit to pursue doves. All dove hunters 16 and older must have a Missouri Migratory Bird Hunting Permit for dove hunting.

Full details of dove hunting regulations are found in the 2012 Migratory Bird Hunting Digest, available wherever hunting permits are sold, at MDC offices or online at www.mdc.mo.gov/node/3641.

Spent shotgun shells are litter. Hunters who leave behind empty shells risk getting citations for littering.
Hunters must keep birds they kill separate and identifiable from those of other hunters. Having two or more hunters put their doves into one cooler or other container could violate this requirement unless they use individually identified bags or other means to keep the birds separate.

Butler R-V Teachers Trained in Bully Prevention and Identification

Casey Blau heads a class on bullying identification and
prevention for R-V teachers
Not In My School!: Butler R-V Teachers Trained in Bully Prevention and Identification

Butler R-V teachers were recently trained in bullying identification and prevention strategies. The training was provided by Casey Blau, a 17-year veteran educator from Nixa, MO, who specializes in bullying prevention education.

The reason for training R-V teachers is to respond to student and parent concerns over bullying. In a spring 2012 survey, Butler parents identified, “How students treat one another,” as the weakest performance area of the school district. Bullying was also the most mentioned subject in the comments area of the survey.

“We want to do the right thing for all of our students, and when our parents indicate that there is an issue, we will take steps to make this a better learning environment for everyone,” stated Butler Superintendent, Alan Stauffacher.

The training uses available research to inform teachers and students how to handle the situations which arise in different situations in the school day. “Punishing bullies is not sufficient to stop bullying. We must address those who bear the brunt of bullying, those who stand by and watch, and those who commit acts of bullying in order to understand how each contributes to that dynamic,” said Blau in his comments to the faculty. “Bullying is a habit and it takes a commitment to break that habit,” he added.

Teachers have already begun to implement the practices suggested by Blau, and both buildings have begun to explore ways to make the process work in Butler.

High School Principal Steve Hubbard said, “Casey’s presentation provided our staff with extra insights and talking points about bullies and bullying. One of the most important concepts for teachers, parents, and students is being able to discern what is bullying and what is not. Casey was able to share some skills and tools that teachers can use to empower our student body.”

If parents think their child may be involved in a bullying situation, Elementary Principal Stacey Lawson says, “Parents need to listen to their child. If they have concerns, they need to let the child’s teacher or school administration know.”

Utilizing Our State’s Natural Beauty

From the desk of Senator David Pearce

Even though the official end of summer is still some weeks away, the season’s major events are winding down. However, there is still plenty of great weather to enjoy and many outdoor activities available in and around the beautiful conservation areas in Missouri.

The Missouri Department of Conservation (MDC) maintains hundreds of parcels of land, either owned or leased by the MDC, across the Show-Me State. These conservation areas, by definition, are public land, much like parks. The main difference is that the purpose of conservation land is to provide local wildlife with a natural habitat and Missouri’s citizens a place to experience nature and outdoor recreation. There are a number of these areas and river accesses within the 31st Senatorial District.

Children are much more likely to eat their lunch if they have helped to plan or pack it. Make sure they get a good sources of protein, calcium, whole grains when possible, and a fruit and vegetable each day. There are many healthful choices that your child can choose from:

Local youth goes out of his way to help food pantry...

The Butler community water drive has been a huge success…. After teenager, Ryan Dancer of Amoret, heard about the need for bottled water at the Food Pantry… he went into high gear and created a drive for donations by asking businesses to contribute $4 dollars for a case of water. He then picked up the donated cash and made trips to purchase the water himself and deliver to the Pantry.  The water drive has already made available over 50 cases of bottled water for those in need. Thank you to those generous enough to contribute.

And a  big thank you goes to Ryan for contributing to the community with his time and energy. If you would like to donate to the cause, contact Ryan at 660-925-3233

Prepping Pastures for Next Year

“The most economical forage harvesters you have are livestock. They don’t need diesel and they drive themselves,” says Pat Miller, University of Missouri Extension Agronomy specialist. She recommends producers start planning now to increase their forage for next year. It has been noted that low fertility fields are more likely to have stands reduced following a drought. So once we have enough rain to allow the soil to be probed, Miller suggests taking a soil test. A good test consists of 20 to 30 six-inch cores taken from the field and mixed together. For more information, see guide MU Extension guide sheet G9217. Many pastures receive only nitrogen fertilizer annually and, over time, phosphate and potash levels go down.
