Senate Advances Bill Helping Failing School Districts

Jefferson City – A measure to help students trapped in a failing school district was given final passage by a 33-1 vote in the Missouri Senate yesterday, April 19. Senate Bill 677, sponsored by Sen. David Pearce, R-Warrensburg, cuts the waiting period between declaring a school district unaccredited and the Missouri State Board of Education taking over governance of the district.

“When a school district loses accreditation, it can have a major impact on those students’ futures,” said Sen. Pearce. This legislation gives the Missouri State Board of Education the opportunity to step in so we can offer our children an education that will lead to a brighter future.”

When a school district fails to meet the standards to become accredited, provisions in the bill allow the Missouri State Board of Education to appoint a replacement board for the district. By removing the two-year waiting period, there can be a quicker transition in beginning the process of regaining the district’s accreditation. The measure also gives power to the state board to set a specific length of time to reach improvement or be recertified as unaccredited, keeping the district under the board’s supervision.

Pearce said, “We have seen in the Kansas City School District how the continued change in leadership prevents the district from correcting the problems in the classroom. If a failing school district is to move forward, there must be continuity in the board and its policies.”

There is also a provision in the bill to repeal the requirement that unaccredited or provisionally accredited districts must develop a plan to divide up the district should accreditation not be recovered within three years.

“Our children should not have to sacrifice their educational opportunities because a school district cannot meet the standards set for our classrooms,” said Senate Leader Robert Mayer, R-Dexter. “Every student in Missouri should have the access to a world-class education, and this is one reform the Senate is working on to make sure that happens.”

SB 677 is part of the Senate’s broader discussion this session on needed reforms to the state’s education system. Those measures include ensuring funding and resources are available for school districts.

The bill now moves to the House for its consideration and contains an emergency clause, taking effect immediately upon the governor’s signature. To learn more about this bill and other education bills or to track its progress, visit www.senate.mo.gov.

More good than bad news...

Say "buh bye" to another 50+ year old
bridge in Bates Coun
ty
The good news is that the Miami Creek bridge on 18 highway just east of Merwin is slated to reopen this afternoon. The no-so-good news is that another bridge on 18 just a few miles east of there at Willow branch, is scheduled to close for replacement next Monday.

Back to the good news- it seems like work on the Miami creek bridge went pretty quickly and weather permitting, should be the same at Willow Branch.

JUST OPENED TODAY the new bridge on 18 highway at Miami Creek east of Merwin

Double Whammy Basketball Tournament: “Goals” Met for the Adrian Project Prom Committee

 By Kellie Case

This past Saturday wrapped up week two of Adrian Project Prom's Double Whammy 3 on 3 Basketball Tourney at the Adrian High School gym. With all the basketball goals lowered, and bleachers pushed in, space was made for fours games to run simultaneously. Spectators sat on risers on the stage but otherwise had the option of sitting in folding chairs around the perimeter of the gym.......at their own risk!

All this fun began Saturday, April 7th at 9am with a total of 21 teams in the high school and 19 & up divisions. That's three more than the year before. Between both weekends, players came from all over: Drexel, Cleveland, Butler, Creighton, Archie, Louisburg, Lee's Summit, Urich, Osceola, Amsterdam, Hume, Appleton City and Harrisonville........and of course Adrian. After rounds of pool play the teams went into a double elimination bracket, guaranteeing each team a minimum of six games. At the end of a hard day of play, it was a group of women from the Drexel area called the Lady Cats that took first place in the women's division: Adrianne Lane, Casey White, Amy Music, Mallori Russell, and Annora Smith. Adrianne's husband, Alan Lane and his group won the the mens division that included Josh White, Matt Kleinmann, and Blake Seba. It was the Fighting Frogs, composed of Brian Fregeau, Taylor Ayres, Zach Crumpley (all students from Midway) that captured the win in the high school boys division.

The excitement continued the following week when it was unclear whether there would be a second half of the tournament or not. And then the registration more than doubled in less than 48 hours to 19 teams! T-shirts, designed by Michael Schlotman, were ordered at the last second and delivered on time by screen printers Mike and Amy Hinkle of Gamibo Graphics in Cleveland, Mo. The first game of the day started at 1:20pm and ended in the 8 o'clock hour. The winners of the 5th-6th grade divisions, boys and girls, were all from Butler. The girls creatively called themselves the Natural Disasters: Hally Dolbow, Beth Davis, and Sierra Reynolds. The Lasers took first on the boys side: Cody Gabriel, Stephen Foote, Eli Brockman, and Jake Melton. But it was grandpa, Randy Kershner, that gets the credit for naming the team! In the junior high division it was Mallory Moles and two of her friends from Osceola, Breanna Wood, and Ally Burrow that went undefeated! Hayden Derry, Zach Burch, Zeph Smith, and Kaleb Kauffman, otherwise known as the Thunder, took home the proverbial gold, or in this case the $80 registration fee.

The committee set a few goals in the beginning: 1.) to provide a fun and entertaining activity in a small town where there sometimes isn’t much going on for kids to do. 2.) to deliver a quality tournament to players despite the fact we are still in a “growing” phase, making improvements as we go. 3.) and to make some money in the process. Thanks to all the volunteers and team participation we have met our goals and consider the tournament a slam dunk!

Senator David Pearce Honored with Friend of Education Award

He was one of eight individuals to receive the association’s Friend of Education award. Dr. Deborah Orr, Superintendent of Warrensburg Schools, presented the award to Sen. Pearce at Ridge View Elementary School. During his visit, Sen. Pearce had the opportunity to read to second grade students and answer questions.

“It is wonderful to be honored with the Friend of Education Award,” said Sen. Pearce. “The education of Missouri’s students is one of my top priorities, and I will continue to support and protect it.”

Mr. Heath Oates made a presentation on Federal Programs.

The board approved a land donation of 5 feet from Dick Sutton that is on the west side of the elementary.

The board reviewed parent surveys. The district fared very well receiving above a four on a five point positive rating scale in all area except one, which involved how students treat each other. It was decided that the district would adopt a goal of reducing bullying which came from the surveys as a concern.

The board reviewed a proposal to improve bus loading and unloading procedures at the elementary. It was decided to make it a priority to move the west playground fence parallel with the multipurpose building and use the west side of the building as a bus lane. This would help breakup congestion around High Street where students are dropped off by buses, parents pickup and drop off students, and walkers are sent home. The total costs would be $12,000 to move the fence, build a sidewalk, and create a bus lane.

The board also reviewed a list of Capital Projects for the district to prioritize. Those included: Bus loading improvements, sidewalk running next to High Street, fixing the asphalt on the playground, slurry coating the east lot at the high school, replacing stage curtain in the auditorium, and replacing a wrestling mat. These items were prioritized in order and will be reviewed when final costs are available.

New council members take oath

Notes from the Butler City Council meeting Tuesday night...

In Butler City Council news, councilmen took the traditional oath of office at this week's meeting...David Brown from Ward One...Thom Burg, Ward Two...Terry Agnew in Ward Three...and Brian Boyd, Ward Four. Terry Agnew was the only new council person, replacing Jim Fisher. And Mayor Don Malan named David Brown to be Mayor Pro-tem, meaning that he would act as mayor upon the absence of Malan at meetings.

On other items in the hopper, there was lots of talk at several meetings, but no final action was taken. They talked about the needs of the waste-water treatment plant, as well as the sewer user fee increase that's being considered, and the meeting concerning environmental impact created by some projects was talked, and although no official action was taken, it's generally felt that work the city is considering will have a positive effect, rather than any negative problems.

Dana Bridges was at the meeting, and was told that the city has already begun work on the Trail of Memories extension, at the city's expense...

And that study to increase the sewer user fees to finance proposed improvements and to fund operational costs for the treatment plant and collection system, still needs more study. These are expensive needs, and aren't taken lightly.

The Council also discussed a possible rezoning of property on West Fort Scott Street, one owned by Al Hellebyck at 904 West Fort Scott, and it was decided to have a public hearing May 8th to consider this and the other properties located on the north side of Fort Scott Street, going east from Rice Road to Prospect Avenue.

This is action whose time has come, because of the growth of Butler in that direction, but the Council likes to "look before it leaps," as the saying goes. Again, that public meeting is set for May 8th.
The demolition of 43 structures around Butler that are considered unsafe, is far enough along for the City to go for grant funding. At this time, 23 owners have agreed to demolition, and the Council had felt that if at least 20 were in agreement, that they would go for a grant to help on the expense.
That's the Butler City Council picture at this time...You're welcome to attend any Council meeting...the 1st and 3rd Tuesday of each month at seven p.m., upstairs at City Hall.

5K walk this Sunday to raise brain tumor awareness

Miles For Hope is hosting its first brain tumor awareness event in Missouri, Chloe’s Miles For Hope 5K Walk, this Sunday April 22nd, 2012 at 9 am at Butler Municipal Park in Butler, MO. This event is being held in memory of Butler area toddler Chloe Wadel, who lost her battle with brain tumors in December 2010. The proceeds from this event are used to raise awareness and funding for brain tumor research and clinical trials, and to offer medically needy flight assistance for qualified brain tumor patients.

Young Chloe was diagnosed with a brain tumor at the age of 15 months. After spending months in the hospital, her family was told that there was nothing further that could be done for Chloe, so they took her home and she passed away two weeks later on December 12, 2010. Chloe was a loveable, happy, fun and outgoing little girl with bleach blonde hair and big brown eyes. She loved everyone and was spoiled by all who knew her. Her favorite things were going to visit her grandparents and feeding the chicks. Chloe had a smile that would light up any room and this event is being held in her honor and memory.

Gardening is Healthy for People of all Ages

From Tammy Roberts, Nutrition and Health Education Specialist

When most people think about their garden, they think about the fresh vegetables they will be eating all summer. The vegetables are packed with loads of good nutrition but did you ever stop to think that growing that garden provides your body with a good physical workout as well? Make gardening a family affair and all will harvest the benefits.

“Digging in the dirt is just plain fun for little children. Why not give them some seeds to put in that dirt to see what they can produce?” said Tammy Roberts of University of Missouri Extension. If a child has grown and harvested their own food, they are much more likely to eat it. Learning to use small garden tools can be good for the development of gross and fine motor skills for children.

Bates County 4-H Council meets

“I pledge my head to clearer thinking, my heart to greater loyalty…” so begins the pledge to the 4-H flag and begins another meeting of the Bates County 4-H Council. We met on April 9, 2012, with president, Alex Jenkins calling the meeting to order. The pledge to the American flag was led by Jack Rotert and the 4-H pledge was led by John Tarvin; both of the Summit Go-Getters 4-H. Morgan Bradley called the roll for clubs present. There were three clubs represented: Altona, Hudson Hustlers, and Summit Go-Getters. Our January 2012 meeting was cancelled, so no previous meeting minutes were read. Alex Jenkins read the treasurer’s report. Case Doody made a motion to accept the treasurer’s report as read, with Blake Doody making the second.

Old business: Allison Jenkins gave a report on the Region Energizer that was held in January. Regional Energizer is open to all counties and its members within our region. It is a fun day filled with workshops and gaining knowledge. Taylor Fischer and Reba Colin reported on state horse judging. Bates County has the 1st place senior horse judging team and will advance on to the national competition hosted in Louisville, Kentucky, in November. Our junior team did very well too. David Warfield, Jr. made a motion that the County 4-H Council should make a donation per member on the senior team to help off-set their travel costs to Louisville since the State 4-H Council pays for their competition registration fees; Blake Doody issued the second. Motion passed.

New business: Jenny Oates told us about a day camp / workshops she will be having for kids at the Antique Tractor Village at Adrian. She is in the process of planting three gardens with historical roots and value. She will be hosting day camps and workshops the entire month of June and all kids are welcome to attend. Her contact information will be in the next issue of News & Notes. Alex Jenkins told us about upcoming work days at the fairgrounds. He also talked about other upcoming dates and deadlines for the upcoming fair season.

Mike Tarvin made a motion to adjourn the meeting; Taylor Fisher seconded the motion. Meeting adjourned.
