On 12/16 around 3:03pm The Missouri State Highway Patrol arrested Brian A. Winters 28 year old male from Kansas City Missouri. Mr. Winters was wanted on a Felony warrant from Probation and Parole for 1st Degree Burglary. Winters was taken to the Bates County Jail and is still there his status is bond able.
