August 16 is Kid's Fun Day 3:00-6:00 p.m. at Growing In Grace Community Center in AC. They will have a balloon twister and games. There will also be hot dogs, chips, cotton candy, slushies and popcorn. Please bring your kids and have some fun.


AC Manor is planning a welcome party for their new activities staff and you are invited. Come welcome Connie Cook, Activities Director and her assistant Shannon Cook on Friday, August 22 from 1:00 to 3:00. Snacks will be provided. 


There will be an Appleton City Kids Day in Forest Park, 12:00-8:00 p.m. August 23.  Activities include water slides, bounce house, carnival games, pony rides and K-9 demonstration.  Delicious food and treats will be available for purchase.  Kids of all ages are welcome.


Montrose School Basketball and Montrose Youth Activities Association are sponsoring the 2nd Annual Montrose Bluejay Golf Tournament 8:30 a.m. September 27 at Clinton Country Club. The Culpepper & Merriweather Circus will be in Appleton City at the Appleton City Pool parking lot on Monday September 8, 2025. This is an authentic one ring, big top circus. The day will start with a tent raising and tour at 9:30 a.m. The midway opens at 4:00 p.m. and the performances will be at 5:00 and 7:30 p.m.  Tickets are $16 per adult and $9 for children (2-12 yrs.) or seniors (65+).  Advance tickets are $13 for adults and $8 for children and seniors. Advance tickets must be purchased before September 8 and will be available at Powell’s True Value, Food Fair, City Hall, Red Door Salon, Greater Clinton Area Chamber or Carney’s Five Star Supermarket in Osceola. The 2025 EMH Community Block Party will be 9:00 a.m. – 2:00 p.m. Saturday, September 27, 2025 at Ellett Memorial Hospital in AC. The Block Party will have little something for everyone.  Reduced-price lab draws will be available from 8:00-11:00 a.m.  Booths will be set up with health information on available services and resources.  Come shop the vendors! It’s never too early to start your Christmas Shopping and they have small business vendors on-site selling a wide range of products.  There will also be several activities for the kids to enjoy: bounce house, petting zoo, face painting, kid’s games, fire truck and ambulance. EMH will also be providing free snow cones, popcorn, and cotton candy. The St. Clair Co Sheriff’s Department will have K-9 demos. The AC Fall City Wide Garage Sale dates have been set for October 3 and 4. Information regarding permits will be posted at a later date. 


The Appleton City Carousel is open Friday, Saturday, Sunday 4:00-7:00 p.m. until Labor Days weekend. If anyone in the area has visitors from an unvisited state or country, Linda Lampkin is willing to meet them in off hours. Leave a message at 660-492-0131.

We urge residents to please remember to drive safely, especially in the mornings and afternoons, keeping an eye out for children waiting at or leaving from bus stops! Don't drive distracted! Flashing Red, Kids Ahead; stop for school buses displaying flashing red lights! Drive safely and honor the posted speed limit in school zones when children are present!

Harrisonville police seeking help in finding runaway

 


We need your help 9 year old Millie Buchan ran away from her home of 2003 Gwenivere, Harrisonville MO at approximately 1341 hours. Please call HPD, 816-380-8940 if you see her. She is currently wearing the orange shirt she is pictured in.

Papinville Picnic Set for September 27th

The Papinville Picnic is in the planning stage and the date is set Sept 27 starting at 1:00 p.m. There will be some new events this year so save the date. The present school building will be 130 years old this year. They would like to have as many students that attended Prairie City, Mission Branch, Seelinger and Papinville to come to the celebration. If any of your grandparents, mothers, fathers, sisters or brothers attended these schools, come celebrate and learn the history of education.

They have had the Papinville History and School History books reprinted. If you would like to know more of the history about your family you may find it in these books. There are school pictures, teachers names who taught at the schools and stories past students have written. In the school history book, it begins with Harmony Mission, plotting Papinville and stories written by people that lived or had lived in Papinville.

This week the story is about the start of education in Bates County. Harmony Mission, in 1821, had the first school that the missionaries built to teach the Osage Indians and the mission children. The stories will be published in the Mid America News Review or you can listen to it on the KMOE Radio Station.

Age requirement change regarding marriage licenses in Missouri

The Recorders Association of Missouri issued the following statement regarding the recent signing of HB 737 and SB 43 by Governor Mike Kehoe. These legislative changes will impact the issuance of marriage licenses across the state.

HB 737 and SB 43 raise the minimum age for marriage in Missouri to 18 years old and prohibit Recorders from issuing a marriage license to any person under the age of 18.
Recorders of Deeds across Missouri will update their office policies to comply with the statutory changes, which will take effect August 28, 2025.
As is required under current law, all applicants will continue to provide proof of age to the Recorder's office in the form of a certified copy of their birth certificate, passport, or other government-issued identification.
The Recorders Association of Missouri and all county Recorders are committed to upholding the statutory requirements of their offices, and these changes will be implemented promptly upon the law's effective date.

Commission discusses county employee health insurance

August 4, 2025 The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner John Gray and Southern Commissioner Trent Nelson present.

Charles Rush stopped in to speak on insurance. He is expecting the remainder of the quotes for Health Insurance this week. He is expecting a 26% increase. We have been pretty lucky with the last few years with the lower increases. The Commission stated they might have to have the employees pay part of the coverage now. They are also wanting all the Elected Officials in on discussing the choices.
The Commission resurrected the Computer, Electronic Main, Devices and Social Media Policy.
Trent made the motion to accept the Computer, Electronic Mail, Devices and Social Media Policy. John seconded. All voted yes. Motion passed. No opposition.

August 6, 2025 The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner John Gray and Southern Commissioner Trent Nelson present.
Galen with Group Benefits Services came in on this scheduled meeting to discuss the advantages of their Self-Funded Insurance. Galen stated that they could work through our Insurance Broker as well. He could not give an exact price till they could see the last 24 months claims history. He states that making the jump to a self-funded insurance would need to be small steps. They are flexible enough to be able to make changes to coverages if needed. He mentioned they do try to steer certain things to a contracted or group agreed pricing as in lab work or surgeries. Their process has many added cost help in using their systems. Jim states the Commissioners would need to discuss this before getting our insurance broker involved.
Trent was added to the West Central Community Action Agency Board.
Charles Rush brought in several options for the Commission to look at for the Health Insurance Renewal. A meeting with all elected officials was set for next Wednesday at 2pm.

2. Rattlesnake Hill Roads 11/06/2023 evening meeting 6/11/25 still gaining signatures. As of 7/3/25, ten people have signed and one resident is declaring he will not sign. All need to sign to move the private drives to roads.
3. Policy Regarding Computer, E-Mail, Devices and Social Media given nothing since 2/14/2024. adopted 8/4/25
4. Opioid Settlement Resolution 10/2/2024 (Judge Highley).
5. EEZ Board 3/26/2025 Proposal Fee with scope of work received $12,000.00 fixed fee 6/11/25.

Obituary - Rebecca Saylor

 Rebecca Ann (Darling) Saylor, 83, Nevada, MO passed away on Friday morning of August 8, 2025 at Medicalodges in Nevada. Ann was born January 21, 1942 to Harry and Maxine (Mixer) Darling. She was united in marriage to Joseph Saylor, Sr. on October 27, 1991 in Sheldon, MO and he preceded her in death.

     Ann grew up in N. Kansas City, MO. She graduated from N. Kansas City High School in 1960 and then attended William Woods College in Fulton, MO. Ann lived in New York for a short time while starting her career to become a stewardess working for various airlines for the next 27 years. Following her marriage to Joseph Saylor, Sr. the couple has resided in Sheldon since 1991 following Ann’s retirement from American Airlines due to her MS. Ann loved animals and cherished her beloved dog, Biggie.  

     Survivors include  her daughter, Lisa Turner and family of Georgia; three stepchildren; and several step grandchildren. 

     A committal service will be held at a later date in the Sheldon Cemetery.

Belinda Jane Schapeler, age 55 of Appleton City, Missouri died Saturday, August 9, 2025 at her home.  She was born July 22, 1970 to Hubert Earl and Barbara Jane Gilliam Heckadon in Butler, Missouri.

Belinda is survived by her husband, David Schapeler of Appleton City, Missouri; one daughter, Robin Swanson and husband Micah of Nevada, Missouri; one son, Hayden Schapeler and companion Piper Harberts of Appleton City, Missouri; three grandchildren, Madilyn, David and Jordyn Swanson; parents, Hubert Heckadon and Barbara of Foster, Missouri; one brother, Heath Heckadon and wife Stacy of Lamar, Missouri; two nephews, Cole Heckadon and wife Whitney and Riley Heckadon and fiancé Rylie McMurry; two nieces, Baylee and Natalie Heckadon; four great-nephews and great-nieces, Lane, Landry, Logan and Riggin; and many other close relatives.  Belinda was preceded in death by three grandchildren; father-in-law, Vernon Schapeler; mother-in-law, Edith Schapeler; and sister-in-law, Judy Schapeler.

Obituary - Christy Jane Fuller

Christy Jane Fuller was born on October 14, 1972, to Kenneth Lynd Kuntz and Janie Doll. She grew up alongside her sister, Toni Lynn Conner, and attended Urich Elementary, Sherwood Elementary, and Sherwood High School, where she graduated as senior class president.

Christy built a career in accounting, working for various companies over the years. The position she cherished most was with her dear friends at Cole’s Oil, where the bonds she formed went far beyond the workplace.

At the age of 15, Christy began dating Sam Fuller. Their love story spanned 38 years, including 32 years of marriage, filled with shared adventures, challenges, and triumphs. Together, they were blessed with two sons, Trevor Lee Fuller and Samuel Drake Fuller, who became the pride and joy of her life.

Christy was a proud, protective, and loving mother, a devoted wife, and Sam’s closest confidant. Her strong and caring spirit carried her family through life’s storms, always standing as their source of strength.

She is preceded in death by her mother Janie Doll, father Kenneth L Kuntz, grandparents Walter “Cap” Doll and Ruby Irene Woirhaye Doll and Noah Earl and Lillian Kuntz.

She leaves behind her loving husband, Samuel Charles Fuller; her sons, Trevor Lee Fuller (Kelsi) and Samuel Drake Fuller (Brytni); grandchildren Garren, Jillian, and Whitt; her sister, Toni Lynn Conner; and many beloved nieces and nephews, each holding a special place in her heart.

The brightest lights in Christy’s later years were her three “perfect” grandbabies, who, in her eyes, could do no wrong. She delighted in spoiling them, often shopping for little treasures just to see their smiles.

Christy’s love, strength, and laughter will live on in the hearts of all who knew her.

A celebration of life visitation will be held 5:00 p.m. - 7:00 p.m. Thursday, August 14, 2025 at Davis Event Center, Harrisonville, Missouri.

The National Weather Service has issued a Severe Thunderstorm Warning for Bates County and surrounding areas to be in effect until 5 pm. 
This is heading toward Appleton City, Spruce and Montrose.

Carter Bell named as national finalist in wildlife production and management contest


 Rich Hill FFA member Carter Bell has been selected as a National Finalist in Wildlife Production and Management for raising and selling his quail. This prestigious recognition acknowledges Carter as one of the top four members nationwide with the SAE through an application process that started in February. He had to compete at the Area level. After winning Area and State in April, his application was polished and sent to Nationals.

Over the next month and a half, Carter will participate in an interview with a panel of judges from National FFA, followed by an on-stage presentation at the National FFA Convention on October 31st at 7 pm EST, where he will learn if he has been awarded the top honor.
Overall, Missouri had a fantastic year with 13 National Finalists out of the 50 areas. The event is sponsored by John Deere, Ducks Unlimited, Invenergy, and Wrangler.

1880 An itinerant tight rope walker performs on the East side of the Butler square, in front of the Bates Co Record newspaper.

1890 The P.A. Coob store, in Hume, advertises boys knee pants 25 cents, men's shirts and drawers 21 cents each, ladies fast black hose, 10 cents a pair.

1892 The Amoret school board signs a contract to build a 30 by 40 foot two story school house at a cost of $1,000.00.

1895 The Rich Hill city council advises the street commissioner to get bid for a ditch 75 feet long, 4 feet wide & 5 deep for burying dead animals found around town.

1909 Mr. Schoeber, of Hume, is the area champion wheat grower. He has 18 acres averaging 21 1/2 bushels per acre.

1940 The 7th annual Butler Chamber of Commerce Horse Show begins in West Butler.

1944 Showing at Fisk Theater, in Butler, Red Skelton and Harry James and his orchestra in "Bathing Beauties."

1976 A three day Bi-Centennial pageant begins at the Butler Fairgrounds.

1999  The Merwin Christian Church's new parsonage is completed and the pastor, Alan Black and family are moving in.
