Trying to Stop Meth in Missouri

Representative Bahr Praises Recent Successes Against Meth Crime In Missouri

JEFFERSON CITY,Mo- Missouri State Representative Kurt Bahr (R-O'Fallon) today released the latest 2014 data generated by the state's real-time, stop-sale pseudoephedrine tracking system, known as the National Precursor Log Exchange (NPLEx).

In use in Missouri since 2011, NPLEx is now operational in 30 states across the country and works in real time and across state lines to automatically block unlawful, attempted pseudoephedrine (PSE) purchases at the point of sale.  NPLEx also allows pharmacists and retailers to more effectively administer federal law, which requires each PSE sale to be logged and for every purchaser to show his or her photo ID.

This sophisticated technology also shares suspicious purchase data with law enforcement, even sending real-time alerts to officers via email.  Suspected meth criminals can be placed on a "watch list" to monitor PSE purchase attempts.  By stopping these sales, NPLEx prevents the normally safe medicines from being illegally misused in the production of a dangerous drug and helps catch those responsible.

So far in 2014, the NPLEx system in Missouri has helped block the sale of 23,682 boxes of pseudoephedrine, stopping 59,245grams from potential diversion into methamphetamine.

Additionally, smurfing, the criminal practice of recruiting additional buyers of PSE to circumvent existing restrictions, may be dipping.  According to the NPLEx data, through the 3(rd) quarter of 2014 there are 10% fewer individuals who have purchased PSE compared to last year.

"I am thrilled that the NPLEx system continues to perform in Missouri," said Rep. Bahr.  "Law enforcement and pharmacists are working together to combat a terrible drug.  By stopping suspicious sales of pseudoephedrine, we are taking real steps to stop meth production and distribution, while at the same time making sure law-abiding Missourians still have access to the medicines they need.  NPLEx is part of a coordinated approach to cracking down on meth crime in our state."

Pettis County Sheriff's Office: Kidnapping Arrest

Two people are being held at the Pettis County Jail on $500,000 bond following their arrest Saturday on charges stemming from the Oct. 31 kidnapping of a Sedalia woman, according to Sedalia Police Department reports.

Joseph D. Rankin, 27, and Paula Hopkins, 45, both of the 200 block of South Quincy Avenue, were arrested at about 8 a.m. near the intersection of East Broadway Boulevard and South Massachusetts Avenue after SPD Officer Daniel Benner recognized their vehicle as one reportedly used in the Oct. 31 kidnapping of a 57-year-old Sedalia woman from her home in the 1000 block of West Sixth Street.

According to court documents, the victim reported she was abducted from her home by Rankin and Hopkins. She told authorities Rankin pulled a pocket knife from his pocket and told her “he would cut her dog’s legs off” if she didn’t cooperate. The pair then drove the victim to the Kansas City area where they forced her to write several checks on her bank account and also took her debit card and made several withdrawals.

The woman reported the couple held her at two Kansas City-area motels, barricading her in the bathroom each night.

On Nov. 2, the woman said they stopped at a convenience store and she managed to escape from their moving vehicle.

“(The victim) stated she decided it was now or never and she opened the back door of the car and jumped out as the car was moving. She stated she hit the pavement then got up and ran into the store,” the report stated.

The victim was picked up a short time later by Kansas City, Kan., police officers.

Investigators reportedly obtained a transaction list and video footage of Rankin making ATM withdrawals on the victim’s debit card at the Isle of Capri Casino in Kansas City.

The victim’s card was reportedly used again at a Walmart in Roeland Park, Kan., about an hour after the victim escaped from her abductors.

Rankin and Hopkins were both charged Monday with one count each of felonious restraint and armed criminal action and are being held at the Pettis County Jail on $500,000 bond.
