Updated Obituary - Beatrice Younce Salters

Beatrice Younce Salters, age 80 of Fort Scott, Kansas formerly of Hume, Missouri passed away on Sunday, February 8, 2015. 

She was born on July 7, 1934 at Montserrat, Missouri the daughter of John T. and Eva C. Anthony Robinson. She was united in marriage to Forrest Salters on October 4, 1986. She was preceded in death by her parents, a husband, Bruce, two daughters, Janice and Nancy Younce, and two sisters, Nancy Prince and Edith Craven.

She is survived by her husband Forrest, sons: John, Steve, Richard, Gregie, Raymond and Bruce Younce, Bill Haley, Sean Hogan, James Salters and Colt Hoss; three daughters: Debra Younce, Shelly Miller and Krista Hoss; two sisters, Betty Clevenger and Lenora Morris, two brothers, Donald and Theodore Robinson and numerous grand and great grandchildren. 

Funeral service will be held at 2 p.m. Wednesday, February 11, 2015 at the Schneider Funeral Home and Crematory Hume Chapel. Visitation will be held from 1 p.m. to service time at the Hume Chapel. Legalize Marijuana in Missouri gets permission to start getting petition signatures


JEFFERSON CITY, Mo. - Secretary of State Jason Kander said Monday that people who want to legalize marijuana in Missouri have permission to start gathering petition signatures to get their proposal on the statewide ballot.   The supporters have 15 months to gather enough signatures to put the proposal before voters in November 2016.

The official ballot title for the initiative petition, 2016-013, reads:
"Shall the Missouri Constitution be amended to:

  • legalize marijuana for personal, medical, and commercial purposes;
  • release all persons who have non-violent, marijuana-related offenses from incarceration, probation, and parole, and expunge the records of their offense; and
  • prohibit state funds and law enforcement from being used to enforce federal marijuana laws?
"State government expects annual operating costs starting at $900,000 and an unknown increase in public health costs, possibly offset by unknown savings in the criminal justice system.  Possible increased sales tax revenue is unknown.  The fiscal impact to local governments is unknown."

The petition, which would amend Article IV of the Missouri Constitution, was submitted by Nicholas Raines, 4 West Meyer Blvd., Kansas City, MO 64113.
Before any constitutional changes can be brought before Missouri voters in the November 2016 election, signatures must be obtained from registered voters equal to eight (8) percent of the total votes cast in the 2012 governor's election from six of the state's eight congressional districts.

Signatures on behalf of all initiative petitions for the 2016 ballot are due to the secretary of state’s office by no later than 5 p.m. on May 8, 2016.

Before circulating petitions, state law requires that groups must first have the form of their petition approved by the secretary of state and attorney general.  The secretary of state then prepares a summary statement of no more than 100 words, and the state auditor prepares a fiscal impact statement, both of which are subject to the approval of the attorney general.  When both statements are approved, they become the official ballot title.

Obituary - Beatrice Younce Salters

Funeral services for Beatrice Younce Salters, 80, formerly of Hume, MO will be held at 2 p.m. on Wednesday, February 11th at the Schneider Funeral Home and Crematory Hume Chapel. 

Visitation will be held from 1pm until service time.

St. Clair County Sheriff’s Office : Arrest warrant issued

 Courtney Hopkins -On Feb. 2, a St. Clair County arrest warrant was issued for Courtney Hopkins, 30, Clinton, for failing to appear in court on a class C felony charge of burglary- second degree. 

The original charge stems from an incident in July 2014. Bond is set at $2,500 cash only.

St. Clair County Sheriff’s Office: Stolen property located

On Feb. 3, a St. Clair County deputy was dispatched to a residence on Cleveland Street, Lowry City, in reference to stolen property being located. Contact was made with Shawn Casey who stated some property which was recently stolen from him was in the bed of a black pickup truck parked at a residence. 

 On Feb. 1 Casey reported several items missing from a barn at his property on A Highway where his house was recently lost due to a fire.

Casey said he was driving by the residence and noticed numerous burnt items belonging to him in the bed of the truck. He said some of the items were reported stolen and other items, he didn’t know were stolen. The black pickup truck was seized as evidence.

While on scene, a white pickup truck drove by with items in the back of it that Casey identified as stolen from him. The white pickup truck was located a short time later on NE D Highway near NE A Highway and a traffic stop was conducted. The alleged stolen items were no longer in the back of the truck.

Contact was made with the driver, Tallon Vaughn, 22, Lowry City, who had an active warrant for his arrest. Vaughn was arrested on a St. Clair County warrant for failing to appear in court on an original misdemeanor charge of exceeding the posted speed limit by 41- 45 mph. Bond was set at $450.50 cash only.
