Stolen Property Reported in Bates County
On December 31, 2019 a Bates County Deputy took a report of a theft. The victim stated that within the last two weeks he has had 25 to 27 round bales of hay stolen from a property located on County Road 13004 where he had the hay stored.
The victim gave the Deputy a name of a person he believed to have stolen the hay.
This person had a similar number of bales show up on his property. When the person was questioned he stated that he had bought the hay off of the internet. The investigation is currently pending on this case.
New Sex Offender Registered in Amsterdam
Randall E. Paton (DOB 8/12/1986) registered as a sex offender today in Bates County. Paton is residing at 8480C NW High Street in Amsterdam, MO.
He was convicted of 4 counts of Statutory Rape in May of 2014 in Lafayette County, MO.
Mr. Paton is a Tier 3 sex offender.
Local man arrested on Cass County warrants
On January 2, 2020 a Deputy was advised that an adjoining agency was attempting to locate Earl Ratliff (DOB 12/23/1982) in reference to a dispute that had occurred the night before. Dispatch advised the Deputy that Ratliff had 3 warrants out of Cass County for failure to appear.
The Deputy observed Ratliff walking on Business 49 and 3rd Street in Adrian. Ratliff was taken into custody and was transported to the Bates County Jail.

On January 6, 2020 Richard Andrew Black (DOB 4/13/1983) registered as a sex offender in Bates County. Black is currently residing at 308 W Park in Rich Hill, MO. He was convicted of Sexual Assault on 8/3/2010 in Clay County, MO. Black is classified as a Tier 3 sex offender.

Obituary - Esther Nissen
Funeral services for Esther Nissen will be 10 a.m. Tuesday, January 7, 2020 at Schowengerdt Funeral Chapel (660-679-6555) in Butler, Missouri.
Visitation will be prior to services from 9-10 a.m. at Schowengerdt Chapel.
Burial in Pleasant Ridge Cemetery, Fairfax, Missouri. Contributions suggested to Butler Public Library, Butler Senior Center or Ohio Street United Methodist Church. Online condolences, www.schowengerdtchapel.com.
Esther Carleen Nissen, age 88 of Butler, Missouri passed away Saturday, January 4, 2020 at her home in Butler. She was born on a farm in northeast Kansas on November 4, 1931 to Carl and Elva Bushey Hutchinson.
Esther is survived by her children, Ronald Nissen and wife Gay Lea of Butler, Missouri and Marilyn Nissen Busby of Overland Park, Kansas; five grandchildren, Jimmy Nissen, Julia Barber, Jeffrey Nissen, Angelea Busby and Nicholas Busby; seven great-grandchildren; two sisters, Lorna Slimmer and husband Lawrence of Hiawatha, Kansas and Cleo VanDalsem and husband Elvon of Fairview, Kansas; and many nephews and nieces.

This Week Weather Wise
Climatologically, the coldest time in KC is Jan 10th - 22nd when the avg high is 38 and the avg low is 19. So, if you were looking for a reason not to pack away the hats, scarves and gloves there you go! If you needed another reason, it looks like that coldest period may live up to its billing as the coldest air of the season is lurking next week. Sub-zero? Perhaps!
However, for that first full work/school week of 2020 we tried to deliver some nice weather (sorry we got sloppy towards the end of the week) to help make it good one! So, get out there and make it the best 2020 you can! Can you tell we here at NWS KC are all about the positive reinforcement??
