Double check confirms location of registered sex offender

An update from the Bates County Sheriff's Office

On January 6, 2020 Richard Andrew Black (DOB 4/13/1983) registered as a sex offender in Bates County. Black is currently residing at 308 W Park in Rich Hill, MO. He was convicted of Sexual Assault on 8/3/2010 in Clay County, MO. Black is classified as a Tier 3 sex offender.

After registration deputies checked to confirm that Black actually lived in the residence. The house appeared to empty but could be a place where a person may have been squatting. Deputies continued to check the residence in an attempt to find Black at the residence. After several days it was clear that Black did not reside at the residence. Several days later Black came to the Sheriff’s Office where Black advises that he was moving to Kansas City and would be registering there.

Our priority is community safety by keeping the citizens informed. In this case the community continued to work with us to keep an eye out in the neighborhood so we could confirm that the subject didn’t live at the registration address. We will continue to watch to see if Black does register in another community. If he hasn’t registered properly then we will submit charges to the Prosecutor for review.
