Report from the Bates County Commission

 November 1, 2023 The Bates County Commission met with Presiding Commissioner Jim Wheatley and Southern Commissioner Trent Nelson present. Northern Commissioner Ken Mooney was absent.

10:00 Anthony Evans, Chief Juvenile Officer states that they have always used their personal vehicles when transporting juveniles for their court appointments and their medical and mental well-being appointments. There is a concern for safety and insurance as well as an increasing need for a vehicle with an isolation behind the driver to keep everyone safe on these journeys. It has been the norm for these trips to be several hours. Juvenile Detention Facilities are becoming increasingly hard to get a juvenile into. Cass County had closed their facility and now is open for only Cass County needs. The best scenario would be 4 cars, however 2 would work. Keeping them in central locations for people to travel to and then switch to a county vehicle. Other counties would be asked to contribute as well. This was mainly a heads up so the budget will have this option added this year. 

3:00 Bid opening for 2022 Audit. This audit is required due to spending $750,000.00 in federal funds (ARPA). The only bid submitted was from Daniel Jones and Associates out of Arnold, MO for $25,040.00. The Commission had already saved $25,000.00 from the ARPA funds for the audit. Trent made the motion to accept the bid from Daniel Jones and Associates. Jim seconded the motion. All voted yes. Motion carried. No opposition. One Commissioner absent.

November 6, 2023 The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present.

9:30 Meeting was held with Surveyor Bill Lethcho, Assistant Surveyor Daniel Stewart, Danyelle Baker Recorder, Jessica Chulufas Butler Abstract, and Darren Fischer Lone Oak resident. Continuing the information on Rattlesnake Hill roads. Research has proven that these roads were never set up as public roads to be maintained by the township. They were only set up as private drives to the separate lots. The original seller (Divine) had told one buyer that “ after a year the county would take over the road”. The facts show, looking on the GIS mapping, the center of the roads is not correct nor are the easements. It is the intent of the commission to have the surveyor complete the survey with the correct centers and easements. This will change a few residents’ properties lines only in easements. Not in actual property. The roads will stay where they are just correcting the easements and centers to the appropriate and accepted state requirements. Then the road can  be added to the CART funds (in addition to the tax monies that the property owners have been  paying) which should increase the monies to roughly $1125.00 give or take pending total mileage. This total arrived by roughly 3 miles of road being added and the rate of $375.00 a mile. Then the Townships will be required to maintain the roads. This process of the survey will take some time. It is also noted that the roads will need some repairs and maintenance to get to a condition for yearly maintenance. More information will follow as this is an ongoing process. The Commission appreciates your patience and understanding. It is noted that the attempt to get this done correctly has fallen through several times. This time it will be monitored and released as the steps are completed. 

Jalyn Watson, a Lone Oak Township Board Member, came in to discuss the Rattlesnake Hill situation.

November 8, 2023 The Bates County Commission met with Presiding Commissioner Jim Wheatley, Northern Commissioner Ken Mooney and Southern Commissioner Trent Nelson present. Approved bills.

10:30 Jake Jungmann with CDL, at the request of the Commission came in to discuss the possibility of having generators installed at the Courthouse and Administration Building. The Courthouse needs one for safety during electrical disruption to the doors and elevator. Ken walked with Jake to look at possible areas for placement. He will get back with an estimate in a few weeks. 

Jim remembered that we have maps from MODOT on what roads are accepted for CART money. Upon checking they found road 2506 (rattlesnake hill from 49 east) was accepted by MODOT. This means Lone Oak Township should have been maintaining this part since 2018 at least. Jalyn with the Lone Oak Township was notified of the discovery and will be adding this to the maintenance schedule.  Daniel is still working on the surveying of the roads. The remaining roads will have to be given road numbers and submitted  to MODOT for approval and addition to receive additional CART funds.

Obituary - Steven Eugene Coble

Steven Eugene Coble, loving husband, dedicated father, and proud grandfather passed away on November 29, 2023, at the age of 75, in Freeman, Missouri. 

A memorial service will be held at 11:00am on Tuesday, December 5, 2023 at the Atkinson Funeral Home in Harrisonville, MO. Inurnment will follow in the Freeman Cemetery, Freeman, MO. The family will receive friends from 10:00-11:00am Tuesday at the funeral home. Memorial contributions may be made to Alzheimer's Association.

Steve was born on September 14, 1948, in rural Freeman, MO, to Kenneth Floyd Coble and Thelma Marie VanMeter. Steve was a Freeman native, having spent his entire adult life in the same community. On December 22, 1967, he married his high school sweetheart, Erna Diane Moul, and they embarked on a journey filled with love and dedication that lasted for more than five decades. Together, they raised a beautiful family and created a home filled with warmth and love.

A carpenter, Steve was the owner of Coble’s Custom Construction for over 30 years, working in Olathe, Overland Park and Lee’s Summit. He dedicated his entire life to his craft, leaving behind a legacy of his exceptional workmanship; and many younger employees learned quickly they couldn’t keep up with his work ethic. He finished his construction career with his longest tenured employee and friend, RJ Willis. Steve was a Veteran of the Air Force Reserves, leaving with the rank of Sergeant after 6 years.

One of Steve's greatest joys in life was spending quality time with his wife, Diane, their children, and their beloved grandchildren. He cherished every moment, creating lasting memories. His role as a grandfather brought him immeasurable happiness, and he loved sharing his wisdom and love with the younger generations.

In addition to his passion for family, Steve was a lifelong fisherman. He started fishing Truman lake before it had filled up. In 1984, he and his brother-in-law, James, started fishing local tournaments using knowledge of the old tracks and bluffs to catch lots of fish. Beyond the tournaments he enjoyed fishing with family and friends whenever and wherever he could; including Alaska, Texas, Canada, Tennessee and many more. Using those same catches, he enjoyed hosting large fish frys.

Steve is survived by his loving wife of 55 years, Diane Coble, of the home. He is also survived by his children: Tammy Lynn Wehmeyer and Steven of Creighton, MO; Stephanie Diane Nagel of Blue Springs, MO; Ashley Rochelle Coble of Freeman, MO; and Weston Eugene Coble and Molly of Parkville, MO; his 4 grandchildren: Brandon Wehmeyer of Nashville, TN; Kaylon and Lane Bailey of Creighton, MO; Carter Coble of Freeman, MO; and Kendal Coble of Parkville, MO; his great-granddaughter, Harper Bailey; his siblings: Kenneth Coble, Sandra Andrews of Harrisonville, MO; and Dennis Coble of Peculiar, MO; and a host of other relatives and friends who will forever cherish the memories they created together.

Obituary - Carl Evertt Stepp

Carl Evertt Stepp, age 62, of Osceola, Missouri passed away November 27, 2023, in Lamar, Missouri.

Carl was born January 23, 1961 in California, Missouri to Henry Paul Stepp and Sarah Viola (Brown) Stepp. Carl graduated from Golden City High School. On October 5, 2003, Carl married Tammy Sue Owen in Kansas City, Missouri.

Carl worked as a purification superintendent for Kansas City Water and retired after 32 years. He was a member of Newport Baptist Church. Carl loved hunting and fishing and spending time on the farm and in the outdoors.

Survivors include his wife, Tammy Sue Stepp; one son, Ben (Rachelle) Stepp of Smithville, Missouri; a step-son, Mathew Hammond of Liberty, Missouri; one daughter, Carla Jayne Stepp of Smithville, MO; two grandchildren, Steven Howard and Corbin Stepp; one brother, Jerry Stepp (Tammy Forste) of Golden City, Missouri and one sister, Paula (Brad) Beemer of Harrisonville, Missouri.

Carl was preceded in death by his parents, and a brother, Henry Stepp Jr. A service will be held at 2:00 p.m., Saturday, December 9, 2023 at Newport Baptist Church.

Contributions are suggested and made payable to the Newport Baptist Church in care of Daniel Funeral Home.

Obituary - Tonia Jean Wolney

Tonia Jean Wolney, age 50, of Warsaw, Missouri, passed away Wednesday, November 29, 2023 at her home. She was born on May 3, 1973 in St. Paul, Minnesota.

She lived most of her life in Ft. Myers Beach, Florida until she moved to Warsaw in the early 2000's. While in Warsaw, she was employed for Mary's Catfish and More and later Mom's Kitchen where she worked as a waitress.

She is preceded in death by her mother, Pamela Wolney and a sister Roxanne Cornell.

She is survived by her father, Malcom Cornell and step mother Beth Cornell, 4 children, Jessica Winegar and her husband Parker, of Warsaw, Kayla Boucher, also of Warsaw, Dalton Boucher and his wife Johna, of Warrensburg and Alisha Vélez, of Virginia, 5 grandchildren, Remington, Jemma, Carter, James and Hayden, 3 brothers, Randy Cornell, Troy Cornell, and Malcom Cornell Jr., 6 sisters, Brenda Cornell, Natasha Wolney, Carissa Cornell, Alana Cornell, Amanda Wilkins, and Emily Cornell, and other numerous relatives and friends.

Adrian High School Boys Wrestling Team competed today at the Lone Jack Kickoff Classic

The Adrian High School Boys Wrestling Team were back in action today at the Lone Jack Kickoff Classic. 

Overall we wrestled very well especially with a line up with a lot of new faces compared to last year. Overall as a team we had a record of 18-22 for 6th place with 80 points.
