Bates County Sheriffs Department Utilizes MOSWIN radio system
Missouri
has built a statewide public safety interoperable communications system, known
as the Missouri Statewide Interoperability Network (MOSWIN). MOSWIN is a
network of communications towers, base stations and communications software.
The project is providing the infrastructure that will provide interoperable
communications throughout the state to both state public safety agencies and
any local jurisdictions that wish to use the system for their interoperable
communications. The system meets a Federal Communications Commission mandate
that all public safety agencies in the U.S. operate only in a “narrowband” mode
after Jan. 1, 2013.
The
Statewide Interoperability Network serves two primary functions:
· Providing internal communications capabilities for
state agencies, including the Missouri State Highway Patrol, Department of
Natural Resources and State Emergency Management Agency.
· Providing a statewide interoperability platform and
access for local agencies to achieve interoperable communications with local,
state, regional and federal agencies.
The
network operates five channels per site in the “trunked” radio mode and
utilizes predominantly VHF High Band public safety spectrum (150 MHz)
consisting of 75 radio sites statewide.
Starting
on 8/15/2013 the Bates County Sheriff’s Office has started using the MOSWIN
system. The yearlong project required
the Sheriff’s Office to upgrade the entire radio system to digital radios. Each patrol vehicle in the fleet required new
radios and each Deputy received a new portable radio to carry.
“Prior to
utilizing the MOSWIN radio system the Bates County Sheriff’s Office has always
struggled with radio coverage throughout the County. It is a danger to the citizens and the
Deputies that work for our County to not have a reliable radio system,” says
Sheriff Anderson. “In 2009, when I took
office I began working on our radio system problems. We began in 2010 with new radio console in
the Communication room.
Then we
conducted studies of our radio coverage, just to find out that being the 6th
largest county in the State of Missouri hindered our ability to have radio
coverage without investing $250,000 to $500,000. This cost would have been to place four
additional antennas strategically throughout the county and upgrade the current
mobile and portable radios.”
During the
last four years citizens that had knowledge of the radio problems had offered
to allow the county to install the needed antennas on their property. Sheriff Anderson says, “By utilizing the
MOSWIN system, which includes the utilizing State of Missouri’s antennas, Bates
County has saved money on the cost of the antennas, installation, maintenance
and future upgrades. The our total project cost was $92,000 saving our local
tax payers anywhere from $160,000 to $400,000”
“Going
digital on the MOSWIN system was a no brainer.
The average age of our current radios were about 10 years old or
older. We were in the need to upgrade
our mobile and portable radios to be compliant with new regulations, so we
purchased the digital radios. Last year
we received 4 radios on a MOSWIN Grant through the State of Missouri and this
year we are receiving 2 additional radios through the same grant. These two grants alone saved us an additional
$30,000.” says Anderson.

Stockman invites Missouri rodeo clown to perform in Texas
Liberals want to bronco bust dissent, create a state of fear
WASHINGTON -- Congressman Steve Stockman Wednesday invited the rodeo clowns who performed at the Missouri State Fair, and were banned or ordered into “sensitivity training” when one clown mocked President Barack Obama, to perform at a rodeo in Texas’ 36th District.
Fair officials did not reveal the clown’s identity.
“Liberals want to bronco bust dissent. But Texans value speech, even if its speech they don’t agree with,” said Stockman, “From Molly Ivins to Louie Gohmert and every opinion between Texans value free and open political speech. I’m sure any rodeo in Texas would be proud to have performers.”
“Disagreeing with speech is one thing. Banning it and ordering citizens into reeducation classes for mocking a liberal leader is another,” said Stockman. “Liberals have targeted this man for personal destruction to create a climate of fear.”
“The liberal reaction is straight out of Alinsky. They want to crush dissent by isolating and polarizing anyone who questions Obama, even if it’s a rodeo clown with a harmless gag,” said Stockman. “The idea to create a state of fear and make people afraid to trivialize Obama. No one tried to personally destroy the rodeo clown who wore a George H.W. Bush mask.”

Suspects in Custody, Two Vehicles Recovered From Sunday Morning
Thefts / Two More Vehicles Stolen Overnight in the Rural Ladue Areas
Two suspects have
been arrested in connection with the thefts of three vehicles from
rural Henry County on Sunday morning, while two additional suspects,
who have been identified, remain at large. Two of the three stolen
vehicles have also been recovered, with a possible location of the
third one known to law enforcement.
At around 10:00 p.m., on Tuesday, August 13, Sgt. Michael Nelson and Deputy Chase Jackson arrested Melissa R. Specht, age 25, and Samantha A. Verhulst, age 18, both from Belton, Missouri, in connection with the thefts of the three pickup trucks, which occurred during the early morning hours on Sunday, August 11. Additionally, the 2013 and 2006 Ford F-350 pickups stolen from the rural Montrose area have been recovered in the Belton area, as well.
“Deputies are continuing to follow-up on several different leads today, with the assistance of local and Kansas City area law enforcement agencies. We are hoping to have our two additional suspects in custody very soon, as well as the recovery of the third stolen vehicle from the Sunday morning thefts”, Sheriff Oberkrom stated.
On Wednesday, August 14, at around 8:30 a.m., Deputy Antonio Thurman contacted a resident, who reported that a 2004 Ford F-150, white in color, bearing Missouri registration, was stolen from his residence in the 300 block of SW 351 in the Ladue area. Also stolen were the keys to another vehicle, however the second vehicle was not stolen from the residence.
Then at around 10:00 a.m., Deputy Thurman contacted a resident who lives in the 300 block of SW 201, also in the rural Ladue area, who reported that a 1996 Chevrolet S-10 Blazer, gray in color, was stolen from the residence, prior to 7:30 a.m. A debit card that had been left within the vehicle at the time of its theft, was used by the suspect(s) in the Clinton area during the early morning hours.
“The one common factor in all of these thefts is that the vehicles were all unlocked and the vehicle’s keys were within the vehicles, making the vehicles easy targets. I cannot stress enough how important it is to lock your vehicles, as well as removing the keys and any items of value from them as well”, Sheriff Oberkrom concluded.
Anyone with information concerning either of these property crimes is being urged to contact Sgt. Nelson with the Henry County Sheriff’s Office at (660) 885-7303 or the TIPS hotline at 1-800-825-8477 or by visiting www.hcsomo.com, then selecting TIPS section.

Missouri State Fair bans rodeo clown who mocked Obama
JEFFERSON CITY, Mo. (AP) — The Missouri State Fair on Monday imposed a lifetime ban on a rodeo clown whose depiction of President Barack Obama getting charged by a bull was widely criticized by Democratic and Republican officials alike.
The rodeo clown won’t be allowed to participate or perform at the fair again. Fair officials say they’re also reviewing whether to take any action against the Missouri Rodeo Cowboy Association, the contractor responsible for Saturday’s event.
The entertainment during the bull riding contest featured a clown wearing a mask of Obama with an upside down broomstick attached to his backside. Spectators were asked if they wanted to see “Obama run down by a bull.” Many in the audience responded enthusiastically.
Numerous Missouri officials denounced the act after video and photos were posted online. Some Democratic Missouri lawmakers suggested Monday that there should be financial consequences for the fair.
The fair said in a written statement announcing the clown’s ban that he had engaged in an “unconscionable stunt” that was “inappropriate and not in keeping with the Fair’s standards.” The fair’s press release did not identify the clown.
At least one person defended him. David Berry, a Missouri Rodeo Cowboy Association member who was at Saturday’s event, described the clown as a friend and said there was nothing offensive or unusual about his actions. Berry said the Obama character was meant to look like a dummy and that rodeo clowns have long performed such acts, often imitating sitting presidents.
“The joke is not that it was the president,” Berry said. “They drag out this person dressed like a dummy and all of the sudden this dummy just takes off running. That’s what’s funny.”

All Miami County Robbery/Home Invasion Suspects Now In Custody
Ruben Antonio Borden-Vasallo Cleveland Ohio
Brian Romero, 21, of Kansas City, Kan.
Julio Irias-Rivera, 23, of Kansas City, Mo.
Julio Irias-Rivera, Ruben Borden-Vasallo and Brian Romero have been arrested in connection with an armed robbery that took place on the morning of July 30. According to a release from the Miami County Sheriff’s Office, two men broke into a home in the 25800 block of Old Kansas City Road on the south end of Hillsdale. The men tied up the sole resident of the home, a 62-year-old woman, then threatened her with a knife and stole cash and jewelry.
Miami County Sheriff’s deputies responded to the scene after the woman freed herself and called 911 at about 11:30 p.m. At about the same time, an officer of the Louisburg Police Department witnessed a vehicle run a red light. When he attempted to stop the vehicle, the driver sped away. The car stopped near 271st Street on U.S. 69 Highway, where Romero and Borden-Vasallo fled.
Irias-Rivera, 23, of Kansas City, Mo., surrendered at the end of the car chase. He was taken into custody but released later that day due to lack of probable cause connecting him to the robbery, Miami County Undersheriff Wayne Minckley said.
Borden-Vasallo and Romero were pursued over the course of the next several days north of Louisburg by multiple agencies, including the Miami County Sheriff’s Office, local police agencies, Johnson County law enforcement officials and the Kansas Highway Patrol.
At about 3:30 p.m. Aug. 1, residents at the 23300 block of Metcalf discovered their home had been broken into, and several items, including clothing, had been stolen. They reported the burglary to law enforcement authorities, who then received reports that a man matching the description of Vasallo, whose photo had been released earlier that day, was trying to hitchhike near U.S. 69 and 223rd Street.
Vasallo, 51, of Cleveland, Ohio, was captured at about 5:50 p.m. Aug. 1 and booked into the Miami County Jail on charges of aggravated robbery and burglary, with bond set at $250,000.
The search continued for Romero for more than a week, with law enforcement pursuing any potential sightings of the suspect. While the men were sought on foot, from helicopters and by K-9 units, in the end, the suspects were caught with what Minckley called “good old-fashioned police work.”
Working with the U.S. Marshall’s Service and the Overland Park Police Department to gather intelligence, the Sheriff’s Office was able to apprehend Romero and Irias-Rivera on Aug. 7 in Kansas City, Kan., and Kansas City, Mo.
Romero, 21, of Kansas City, Kan., was booked into the Miami County Jail that day on charges of kidnapping, aggravated robbery and aggravated burglary. His bond is set at $500,000.
Irias-Rivera was booked Aug. 8 on charges of kidnapping, aggravated robbery and obstructing the legal process or official duty — interference with law enforcement. His bond is set at $250,000.

Missouri To Put Tax On Prescription Drugs
If you live in Missouri, you could soon be taxed on prescription drugs.
Governor Jay Nixon vetoed the bill in June, but now the Republican legislature is threatening to bring it back.
House Bill 253 was the Missouri legislature's response to Kansas' move to reduce income tax by streamlining and reducing some taxes in the state. Governor Nixon’s veto of the bill wasn't the end, but the beginning of the debate.
Governor Nixon has spent the summer defending his veto of the bill which he feels harms the state. The bill came with a 42 page fiscal note about how much it would cost the state and outlines the state will bring in more than $200 million from eliminating the prescription drug exemption.
Republicans in favor of the bill say those flaws can be fixed in the next session. They've taken to the airwaves, running commercials trying to drum up public support before trying to override the veto during the September session. Nixon vows to keep up his fight to keep his veto.
