Route 13/82 Interchange Project Near Osceola
Begins with Community Kick-Off January 13


Osceola, St. Clair County - A groundbreaking ceremony and public meeting are planned to kick off construction of a new interchange at Routes 13/82 in St. Clair County near Osceola, the Missouri Department of Transportation said....


Community Kick-Off:

•A groundbreaking is scheduled for 4:30 p.m., Monday, Jan. 13.

•Immediately following the groundbreaking will be a come-and-go style public meeting between 5 p.m. and 7 p.m. MoDOT and contractor representatives will be on hand to talk to people about the schedule for constructing the interchange and construction-related traffic impacts.

•Both events will be held at the Osceola High School cafeteria at 76 S.E. Highway WW south of Osceola.

Construction on the interchange project will begin the week of Jan. 13. Drivers can expect lane closings and crews and equipment close to traffic at the beginning of the project. Initially, the contractor will mobilize equipment and perform minor grading.

The $7 million project includes a new Route 82 bridge which will carry traffic over Route 13 and new ramps connecting Route 13 to Route 82. The project also will relocate Business Route 13's intersection with Route 82 west of its current location and relocate a connection road's access to Route 82 on the east side of the interchange.

Traffic Impacts:

•Route 82 will be closed up to seven months beginning in late March or early April and will reopen at the end of the project. The exact closing date will be announced later. During the closing of Route 82, a detour will be signed using Route 54, Route 83 and Route 7. However, drivers may use other local routes to get around the closing.

•Business Route 13 also will be closed for extended periods of time during its relocation. The exact closing date of Business 13 also will be announced later.

Project Background:

Currently, Route 82 drivers must cross four lanes of Route 13 with its high speed traffic through the existing at-grade intersection. The new interchange will allow Route 82 drivers to enter and leave Route 13 via ramps, making it a safer intersection.

Planning for the interchange began in the late 1990s.

The prime contractor is Lehman Construction, LLC of California, Mo.
