Under Section 115.124, non-partisan political subdivisions do not have an election, if the number of candidates filing is the same as the number of positions to be filled. The candidates shall assume the responsibilities of their offices at the same time and in the same manner as if they had been elected. Cities/villages are required to hold elections.
