Bill introduced to help with Opioid crisis in Missouri

Wrapping up the 2018 Legislative Session

“I had no idea how critical religion is to the functioning of democracy. The reason why democracy works is not because the government was designed to oversee what everybody does … democracy works because most people, most of the time, voluntarily choose to obey the law. And in your past, most Americans attended a church or synagogue every week. And they were taught there by people who they respected. Americans followed these rules because they had come to believe that they weren't just accountable to society, they were accountable to God.” Chinese Marxist economist response at end of Fulbright Fellowship to Prof. Clay Christensen when asked what he had learned that was surprising or unexpected.

Many are saying that this was an historic year in Missouri, even in the midst of significant political distractions in the executive branch. Despite those distractions, the legislature had a very productive and effective year. The Show-Me Institute, Missouri’s qualified and highly respected think-tank, called it an “outstanding session for Missouri.” In addition to the accomplishments, some of which will be listed below, 2018 profoundly illustrated the value of our system of separate, co-sovereign branches of government. You will sometimes hear the branches described as co-equal, but that is inaccurate (a pet peeve of mine). Any reading of history reveals they are co-sovereign rather than co-equal.

Prosperity is critical to strengthening Missouri families and our communities. Most agree that a good job is the most reliable path to prosperity. This year’s corporate income tax reform will encourage small and large companies to invest, compete and grow – translating into jobs. Senate Bill 884 reduces the corporate tax rate significantly, and the marketplace will soon convert that into increased prosperity for working Missourians.

Growing job opportunities will demand qualified employees, and House Bill 1415 as well as Senate Bills 894 & 921 will provide job training and facilitate more STEM learning opportunities for high school students. Another education advancement is Senate Bill 603, which provides Missouri students with free access to approved, virtual courses, including those students who choose to be full-time virtual students.

House Bill 1413 gives public-sector workers more power in the workplace over when union fees may be deducted from their salaries. It also includes reforms advancing transparency and accountability within public-sector unions. Additional reforms are needed, but this bill is an important step in the right direction. Prevailing wage reforms, House Bill 1729, will reduce the cost to tax payers for certain public works projects.

Opioid addiction has become an epidemic. Senate Bill 826 addresses the crisis with modifications to pharmacy regulations relating to drug disposal, prescription limitation for controlled substances and vaccine protocols. An additional health advancement is House Bill 1516, which allows licensed chiropractic physicians to treat and be reimbursed for conditions currently reimbursed under MO HealthNet.

A major victory for protecting innocent life included language inserted into the state budget for the upcoming fiscal year, which begins July 1. This budget defunds abortion providers like Planned Parenthood.

All the legislation passed this session can be viewed on the Missouri Senate’s website atwww.senate.mo.gov. The former governor signed 77 bills before he left office, and our current governor has many to review for his consideration. I am sure he would appreciate your prayers as he undertakes such a huge task.

Thank you for reading this legislative report. You can contact my office at (573) 751-2108 if you have any questions. Thank you and we welcome your prayers for the proper application of state government.

At times Martin’s vehicle reached 130 mph during the 18-mile pursuit. St. Clair County Sheriff’s Office News Updates June 11-15, 2018

Sheriff Scott Keeler reported deputies made two arrests and recovered a missing person’s body during the week of June 11-15, 2018.

Jerry Eaton- On June 14, Jerry Eaton, 46, Osceola, was arrested on multiple St. Clair County warrants charging him with a class C felony removal of VIN number from a motor vehicle, two counts of a class D felony tampering with a motor vehicle in the first degree, class D felony burglary in the second degree, class E felony resisting or interfering with arrest for a felony, and a class E felony property damage in the first degree. Total bond is set at $40,000 cash only.

These warrants stem from incidences from 2015 through 2018.

Tammy Lambert- On June 13, Tammy Lambert, 54, Kansas City, was arrested by a St. Clair County deputy on a class D felony possession of a controlled substance and a class B misdemeanor for prostitution. Lambert was booked and released pending formal charges.

The arrest comes after a St. Clair County deputy was dispatched to the Café Shop in Appleton City in reference to a man pulling a gun on Lambert.

Upon arrival, the deputy made contact with Lambert. She stated she was picked up in Liberty and brought down here by a male subject, James Johnston, for a visit. Lambert stated Johnston was trying to have sex with her, but she refused. Johnston got upset and left the room. Lambert stated Johnston came back and grabbed her face trying to get her to have sex again. Again Lambert refused. Johnston went to his bedroom and came back with a pistol and pointed it to her face and told her to leave, which she did.

The deputy asked if Lambert would be willing to show him where Johnston lives. Lambert agreed. The deputy informed Lambert that before getting into the car he would search her and her belongings for weapons or illegal contraband. Lambert agreed. During a search of her purse, the deputy found two clear bags with a white residue and a broken piece of a glass pipe. Lambert stated the residue would test positive for “crack”.

The deputy and Lambert went to Johnston’s residence and the deputy tried to make contact with him. There was no answer at the door.

While the deputy was transporting Lambert to the jail, she stated Johnston was so upset because he had offered her $200 cash to have sex with him and she refused. Lambert stated this is not the first time Johnston had paid for sex.

Not yet, Bates County...

You might have heard that the Missouri Department of Conservation recently added 12 counties to those already who are banned from feeding grain, mineral, salt or other products to deer.

For the record Bates County is NOT on the list. At least not yet.

According to the Wildlife Code of Missouri, the placement of products used to attract deer is prohibited year-round within counties of the CWD Management Zone. Exceptions are feed placed within 100 feet of any residence or occupied building, feed placed in such a manner to reasonably exclude access by deer, and feed and minerals present solely as a result of normal agricultural or forest management, or crop and wildlife food production practices.
The 12 new counties are: Barry, Benton, Cedar, Dade, Hickory, Ozark, Polk, St. Clair, St. Francois, Ste. Genevieve, Stone, and Taney.

The 12 new counties join these 29 existing counties of the Department’s CWD Management Zone: Adair, Boone, Callaway, Carroll, Chariton, Cole, Cooper, Crawford, Franklin, Gasconade, Jefferson, Knox, Linn, Livingston, Macon, Miller, Moniteau, Morgan, Osage, Putnam, Randolph, Schuyler, Scotland, Shelby, St. Charles, St. Louis, Sullivan, Warren, and Washington.

Missouri DNR states the main reason for banning feeding of deer is to decrease the transmission of disease, which is related to concentrated gatherings.

Who turned out the lights?

On June 12th around 1145 am a construction worker at the Sheriff’s Office struck a underground power line causing the Sheriff’s Office to lose power to the building. The power line did not appear to be in the location that the original blue prints indicated from the 2004 construction. Due to the damage the generator failed to power the building causing a complete black out. This affected the 911 dispatching, jail operations and patrol operations. We initiated our emergency operations plan requiring all personnel to respond to the Sheriffs Office. 911 calls were transferred to Henry County Dispatch Center and dispatchers were set up at the Emergency Management Office. Jailers were placed inside the building at strategic locations to ensure the security and safe operations of the jail. The Butler Fire Department responded and stayed on scene during repairs to ensure the safety of the constructions workers during the repair. Temporary generator power was established around 7pm with full power established at approximately midnight. Phone services, 911 and dispatch capabilities were repaired at approximately 330am this morning.

Sheriff Anderson says “We are thankful that no one was hurt and we are proud of the men and women who responded to assist. We want to thank the Cass County Sheriff’s Office for covering the calls for service in the north end of the county, the Henry County Sheriff’s Office and Central Dispatch for answering our 911 and calls for service, the Bates County EMA, the Butler Fire Department for not only responding but grabbing shovels and helping dig to get the repairs done, the Butler Electric Department, HP Electric, Plumbing plus, and all the construction crews and contractors who stayed for the long haul, Pizza Hut, Valerie and her crew at Chicken Larry’s who worked hard and stayed late to make sure all our crews were fed. It’s teamwork like this that makes you proud of our community that comes together to get a project done”.

Obituary - Lidia Becerra Cairns

Lidia Becerra Cairns, 80 of Hume, Missouri, formerly of Kansas City, Kansas passed away June 12, 2018 at her son’s home in Hume. Funeral services will be held 2:00 pm Saturday, June 16, 2018 at Mullinax Funeral Home, Butler (660-679-0009). A visitation will be held prior to services Saturday, from 1:00 pm to 2:00 pm, also at the chapel.

Cremation will follow services. Memorial contributions may be made to Heartland Hospice. Messages of condolence may be left for the family at www.mullinaxfuneralhome.com.

Lidia Becerra Cairns was born December 19, 1937 in Kansas City, Kansas to John and Lucy Overa Becerra. She grew up and attended school in the Kansas City area. Lidia was united in marriage to Donald Cairns.
Throughout her life Lidia would work in various jobs, from drug stores, factories, and catering, always working hard no matter the job. When she wasn’t at work, she was a loving and devoted mother to six children.

Lidia may have been small in stature, but not in personality. She was someone who loved to have fun! She loved her Chiefs football, shopping trips to thrift stores, and to travel, especially to California to see family. Lidia enjoyed to cook, even making dinner for her beloved pets. She never liked to be rushed, and would often be late to things, saying “I’ll be there, when I get there!” In other words, you could say she had a mind of her own, and an opinion to match. Those who knew and loved her as a sister, mother, aunt, grandmother and great-grandmother will forever miss her. “Tell ‘em we’re coming!”

Lidia was preceded in death by her parents, husband Donald Cairns, son George Becerra, and siblings, Richard Becerra, Joe Becerra, Johnny Becerra, Charlotte Montear, and Lucy Miller. She is survived by her son Frank Becerra and wife Tina of Hume, MO., son Tim Cairns and wife Barbara of Independence, MO., son Dennis Cairns of Kansas City, MO., daughters Donna Cairns of Hume, MO., and Morning Star Lang of Toganoxie, KS., along with 15 grandchildren, 24 great-grandchildren, sisters, Rosie Tizon and Patricia Rodriquez of Kanas City, MO., and many nieces, nephews, and extended family members.
