Facts About the Miami R-1 Tax Levy Increase
Just for clarity, the following article should answer any questions about the upcoming vote regarding Miami R-1 School. Our thanks to Ron Marr
Many people seem to be a bit confused over certain aspects of the upcoming tax levy increase being put before voters in the Miami R-1 School District. This information is not intended as either support or opposition of the proposed increase. Rather, since the question is now being framed as a "tax levy increase" rather than a "school bond issue," it is presented in the interest of fully informing the voting public.
1: Miami R-1 placed a school bond issue on the ballot in both April and August of 2018. The stated purpose was to raise the funds needed to build and modernize a new gym. The issue was narrowly defeated in both elections, owing largely to the fact that, under Missouri law, school bond issues require a minimum of 57.14% of the vote for passage.
2: In the November 2018 election, Miami R-1 is again seeking funding for this project. This time, due most likely to the closeness of the previous votes, the question is being placed on the ballot as a tax levy Increase, rather than a school bond issue. Voters should be aware that only a simple majority is required to pass a tax levy increase (aka: whoever gets the most votes, wins)
3: Miami R-1 seeks to increase the operating tax level by .41 cents per $100 of assessed value. The stated reason for the increase (per the wording of the November 2018 ballot) is to “provide funds for the acquisition, construction, equipping, and furnishing of a new safe and temperature controlled activity center to accommodate athletic activities, concerts, plays, ceremonies and other programs; complete other remodeling and repair improvements to the existing facilities of the District; and to meet the additional operating needs of the District.”
The levy would sunset in 2033. It should be noted that, while the wording on the previous ballots was restricted solely to the building of a new gymnasium, the wording on the Nov. 2018 ballot indicates that the funds collected could be used for any purpose deemed worthy by the school board.

Hartzler Applauds Recent Administration Actions to Help Lower Health Care Costs
HARRISONVILLE, MO – Congresswoman Vicky Hartzler (MO-04) applauded the Trump Administration’s actions to lower health care costs, citing new U.S. Departments of the Treasury, Health and Human Services, and Labor rule proposals expanding the usability of health reimbursement arrangements (HRAs). HRAs allow employees to be reimbursed by their employers for healthcare expenses in a tax-advantaged way.
The proposed rule would permit HRAs to reimburse employees for the cost of individual health insurance coverage, which was prohibited by the previous administration.
The proposed rule would permit HRAs to reimburse employees for the cost of individual health insurance coverage, which was prohibited by the previous administration.
“Making HRAs more flexible and allowing them to be used to purchase insurance will lower the cost of healthcare services and empower Americans to choose health plans that work for them,” said Congresswoman Vicky Hartzler, who has been an advocate for increasing transparency in medical costs. “The need for quality, affordable health care continues to be a leading issue with Missouri families, and this new flexibility will help make healthcare more affordable for the American people” added Hartzler.
The proposed rule is part of the Presidential Executive Order Promoting Healthcare Choice and Competition Across the United States, which was signed on October 12, 2017. This order has been the main tool the Administration has used to lower healthcare costs and increase provider options for the American people. In addition to HRAs, it prioritized expanded access to association health plans (AHPs) and short-term, limited duration insurance (STLDI) plans. Final rules were issued earlier this year on AHPs and STLDIs.
“The AHP rule allows small businesses to band together by geography or industry and create health plans as if they were a single large employer. As many as 4 million people could gain coverage under these new plan offerings in the coming years. Through the STLDI rule, Americans will also have access to short term plans, which will offer even greater flexibility and control over an individual’s healthcare options,” said Hartzler.
For more information on these rules and executive orders, the White House has provided additional details, which can be viewed here.

Bates County Republican Minutes 10/18/18
The meeting was called to order by Secretary Greg Mullinax at 6:33 PM. Guests were welcomed and all were led in prayer by Mullinax. An absolute record attendance was recorded at Bates County Republicans and the room was full. The Pledge was recited.
A treasurer’s report was given by Treasurer Gayle Alexander and the minutes from the previous meeting were read by Mullinax and approved. A taco bar was enjoyed before the evening’s speakers. Mullinax spoke on volunteers for election day. Rep. Patricia Pike was then introduced and spoke on the great momentum of the Republican Party in our state and in her District. She spoke on Diabetic Awareness as a Health Initiative of Gov. Parsons as November is Diabetic Awareness Month. Diabetic Awareness programs are available for group gatherings to make a difference for Missourians.
The Silver Haired Legislature met this week at the Capital and Patricia spoke on their gathering. She enjoys working on our behalf and her passion is evident! Rep. Pike then gave an introduction for and welcomed U.S. Congresswoman Vicky Hartzler to address the group. She remarked on the growth of Bates County Republicans and wished each candidate luck. Rep. Hartzler is one of the few active farmers who serve in the U.S. Congress and brings her insight to initiatives such as the Farm Bill.
One of her main focuses has been that many in her rural district have no access to high-speed internet. Rep. Hartzler remains concerned with rural students and making sure they have access to educational opportunities that require high speed internet, and has included provisions for this through amendment to the Farm Bill. Rep. Hartzler recognized Veterans in attendance and thanked them for their service.
Rep. Hartzler remains concerned with rebuilding the military and increasing military spending, reporting that 80 service members alone were lost last year in training Thursday, October 18, 2018 6:30pm Community First Bank Butler, Missouri Bates County Republicans exercises. Rep. Hartzler has also sponsored an initiative to make sure families of soldiers killed in combat receive streamlined payment without loopholes which might cause them not to receive certain benefit payments. Rep. Hartzler recently visited the U.S. Border and provided much information about the need to secure the country’s border. She spoke about how nice it is to see “Help Wanted” signs again throughout her district with the economy on the rise and new jobs being added.
Patricia Pike for District Representative, Shelli Diehl White for Circuit Clerk, Danyelle Wheatley Baker for Recorder of Deeds, Jim Wheatley for Presiding Commissioner and Julie Highley for Associate Circuit Judge is our slate of local candidates. Each spoke on upcoming activities and appreciates our support.
Drawings were held for door prizes provided by the Central Committee and donated by Rep. Pike. Plans were discussed for upcoming festivals and events and our volunteers have been great. Announcements were made about future meetings and publicity.
The meeting was adjourned at 8:15 PM and guests continued to enjoy the Taco Bar. All interested Republicans in Bates County are welcome at Bates County Republican events.

Active shooter event held at Northeast Vernon County School
The Vernon County Sheriff’s Office hosted it’s third annual active shooter training Wednesday morning. Vernon County Sheriff Jason Mosher said this training event was held at the Northeast Vernon County School in Walker, Mo and will conclude their active shooter training for this year. “We have had some great training this year and hope to work with the schools throughout our county next year as well.” The training started with a presentation from the Sheriff’s Office and included members of the Missouri State Highway Patrol and Missouri Conservation Department.
As with previous training at other schools, the Sheriff’s Office including dispatch in their training as well by receiving a 911 call. “When the teachers heard simulated gun shots, they called 911 and spoke to a dispatcher just like they would in real life.
The call then went out to deputies on the radio alerting the deputies of the training active shooter event” said Mosher. The Sheriff said their training exercise was concluded with a follow-up session with the staff and students to answer any questions they may have.
Lunch for all law enforcement personnel that attended was then provided by Madilyn’s Kitchen from Schell City, Mo.
