The flood waters have topped at least 15 manholes and one pump station. The WWTP is designed to process up to five million gallons of water per day. The plant typically processes two million gallons per day.
Due to the inflow of flood water into the wastewater collection system, the WWTP is receiving approximately 16 million gallons of water per day, more than three times the WWTP’s maximum capacity.
Holding basins and lagoons at the WWTP are full. The immediate concern is flood waters will breach the primary holding basin and enter the lower level pump room where four pumps and electrical service are located. Another concern is flood waters are pushing back into the UV treatment facility through the effluent piping.
The city wants to emphasize that residences and businesses are not in danger of losing wastewater service.
The City of Clinton does, however, encourage citizens to curtail the use of the wastewater system, when possible. Delaying larger amounts of water usage until evening and overnight hours will be helpful.
HDR Engineering is assisting the city in evaluating options to mitigate the current situation.
