On November 13, 2024, Henry County Sheriff’s Deputies arrested two subjects, Anthony Craig Foster Jr., age 23, of Beaumont, TX and Thomas Tranquilino Barba, age 35, of Soledad, CA, in connection with a series of alleged crimes involving forgery, stolen checks, and other charges across multiple states. Due to the severity of the charges and the suspects’ potential flight risk, the court has issued no-bond warrants for both individuals.
Case Details and Arrest Information
The initial investigation began when Deputy Clenin of the Henry County Sheriff’s Office responded to a financial institution in the 500 block of West Benton St. in Windsor regarding a report of a stolen check.
Shortly after responding to the initial call, Deputy Clenin encountered Anthony Craig Foster Jr. outside the establishment. When approached, Foster fled the scene, initiating a brief pursuit into a wooded area nearby. An investigation revealed Foster had attempted to cash a stolen check flagged by the bank’s alert system, prompting the institution to notify law enforcement.
Additional law enforcement responded, including Sgt. Brandt, Detective Stutzman, Lt. Kubilus, Captain Bilbruck and Sheriff Brown. While the search for Foster continued, further investigation revealed that earlier the same day, Thomas Tranquilino Barba had successfully cashed another check from the same stolen series at a bank in Clinton, Missouri. Both subjects were reportedly involved in a pattern of suspicious transactions involving forged checks linked to accounts with withdrawals totaling over $30,000.
As the investigation progressed, Captain Bilbruck and Lt. Kubilus located a vehicle matching identifiers of the suspect(s) vehicle, in close proximity to the last known location. A traffic stop was conducted and inside the vehicle, deputies identified multiple occupants. One occupant included Thomas Tranquilino Barba, who was found with large amounts of cash on his person and another occupant was identified as Anthony Craig Foster Jr.
The arrests were made following a thorough investigation and search of the vehicle, which revealed firearms, additional cash, and evidence.
“Our deputies and investigative team did an outstanding job bringing these subjects into custody quickly and efficiently,” said Sheriff Aaron Brown. “We are grateful for the cooperation of the Clinton Police Department and local banking institution, whose diligence in flagging suspicious activity and immediate communication with law enforcement played a crucial role in preventing further victimization.”
