Arrest made after pursuit in St.Clair County

On 12/21/2024, Osceola Police Officer French was conducting traffic enforcement on 13 HWY in Osceola, Missouri, at approximately 1727 hours, Officer French observed a vehicle traveling southbound faster than normal. Officer French used his department-issued radar unit, which showed the vehicle traveling at 110mph in a posted 65mph speed zone.

While Officer French attempted to conduct a traffic stop on the vehicle, the vehicle failed to stop for the Officer and did a U-turn heading back north failing to stop for Officer French. While the failure to yield began, the suspect began putting lives in danger by swerving from the fast lane to the slow lane, causing other vehicles to run off the roadway. The suspect's vehicle began traveling southbound in the northbound lanes toward oncoming traffic. The suspect's vehicle later slammed on its brakes causing the vehicle to strike Officer French's vehicle with K9 Beck inside the patrol car as well. The suspect's vehicle later went through Lowry City, Missouri, (a residential area), and later left the Lowry City limits and wrecked hitting a cattle fence. Officer French was able to take the suspect into custody. It should be noted that the suspect had an odor of intoxicants coming from his person as well as an open container inside the vehicle.

St. Clair County Deputy and his K9 Unit arrived on the scene to assist at that time. Chief Shumaker showed up on the scene and asked for the Missouri State Highway Patrol to work the accident, due to the suspect's vehicle hitting Officer French's patrol car.

After the suspect was evaluated at a local hospital, approximately an hour later the suspect was advised of implied consent and he consented to a breath sample, which showed a BAC of .100.

The suspect, Marvin Ruiz out of Kansas City, Kansas, was placed on a 24-hour hold.  Prosecutor Daniel Dysart began working with Osceola Police Department and formally charged Ruiz with Felony Resisting Arrest by Fleeing and DWI Aggravated with no bond.
