LOCAL NEWS-BUTLER CITY COUNCIL FOR APRIL 2, 2013

In Butler City Council news, this is not the most important item on the agenda, but is one that every person wants to put on the calendar…the Citywide Spring Cleanup for residential properties is scheduled to start Monday, May 6th, for all properties north of Fort Scott Street, and will continue the following Monday, May 13th, for those south of Fort Scott Street.
Mark the dates…Monday May 6 for south…and May 13th for all on the north side.

An update concerning the sale of grave sites at Oak Hill Cemetery…the price of grave sites is three-hundred dollars per full-size graves, and one hundred dollars per Babyland grave. Upon purchase and payment for any gravesite in the cemetery, the city clerk will provide a deed showing that the cost has been paid in full and will record the other necessary details. No grave site within Oak Hill shall be sold for more than its original purchase price, and there will not be any speculation on the sale and re-sale of sites. The city administrator will have discretion to nullify the sale of a grave site if there is reason to believe that the buyer is motivated by re-sale value.

In other items…the Council presented certificates of appreciation to Ohio Street United Methodist Church, and to APAC Construction Company, in appreciation for the manpower and equipment they did in re-doing Butler’s ball diamonds.

Study continues on economic development for Butler, Rich Hill, Adrian, and Bates County. The council will consider this further at its next meeting, but does feel it’s a step in the right direction.

The need for a sewer user fee is in the works, and a public meeting May 7th so Butler residents can better understand the need. It involves improvements at the Wastewater Treatment Plant and improvements to the Wastewater Collection System. This is required by the Missouri Department of Natural Resources. The City is also required to eliminate inflow and infiltration of our ground water or storm water into the sanitary sewer collection system. No community can escape state and federal rules, and Butler is facing the need for ways to pay for obeying the rules.
Note again the public meeting date, May 7th. We’ll be mentioning it again. However, detailed information on this is available at City Hall, or Butler citizens may offer written comments to City Hall.

There was discussion concerning certain pets within our city limits…chickens and pot-bellied pigs, to be specific. However, no action was taken.

KBRPC will be submitting an application for Butler, for a Community Development Block grant for unsafe structures. Butler has budgeted 50-thousand dollars toward this expense, contributing one-thousand dollars toward demolition costs of residential structures, and 25 percent demolition costs of commercial structures. There is no cost to the property owners, if the application is approved. We’ll be watching this development.

There’ll be a special Council meeting next week concerning the pole attachment agreement between Butler and Century Link Telephone. More on that as it develops.

The Council accepted the bid of the High Light Fence Company, for materials needed for a fence at the water pump station on the Maris Des Cygne River. City employees will do the labor on that.

Missouri Department of Conservation Offers Native Grass and Fencing Incentives to Help Landowners Impacted by Drought

The Department of Conservation is working to provide cost share to landowners interested in improving forest, fish and wildlife habitat on their property.  This year the Department is partnering with the Department of Natural Resources to offer a special cost share incentive to encourage landowners to establish native warm-season grasses for wildlife habitat and forage production for livestock.  The Department already offers cost share through the Landowner Assistance Program to landowners interested in establishing native warm-season grasses for wildlife and livestock.  The special incentive payment is an attempt to help landowners impacted by the 2012 drought and to improve wildlife habitat.

The special incentive is being offered to landowners participating in grass seeding practices in the Soil and Water Conservation Program.  The Conservation Department will offer landowners an incentive payment of $50 to $150 per acre depending on the native grass, legume and wildflower seeding mix used.  The landowner will receive cost share for installing the practice through the Soil and Water Conservation District and the Department will pay the special incentive payment.

In addition, the Department is providing a second incentive payment to landowners interested in establishing at least a 30 foot habitat strip in addition to excluding livestock from woodlands or sensitive areas such as ponds, streams and wetlands.  The Department will pay an incentive of $330 to a landowner for completing the minimum required eligibility of one-quarter mile of fence and 30 foot average habitat strip width.  The local Soil and Water Conservation District will provide cost share for installing the fence.  Participation in the two special incentive payments will greatly depend on the amount of cost share funds still available in the county Soil and Water Conservation District.

For more information, please contact your local private land conservationist or look up your local contact atwww.mdc.mo.gov under “Local Contact”.
