Disaster Declaration for the area



The Secretary of Agriculture designated 16 Missouri counties as primary agricultural natural disaster areas making certain farmers and other agricultural producers in the counties eligible for low-interest emergency loans from USDA’s Farm Service Agency (FSA), in addition to other disaster programs.

The following counties were designated as primary natural disaster areas due to damages and losses caused by excessive rainfall and flooding which occurred July 15, 2013, thru August 19, 2013. 
Those counties are: Butler, Camden, Cole, Dunklin, Gasconade, Laclede, Maries, Miller, New Madrid, Osage, Pemiscot, Pulaski, Stoddard, Texas, Vernon, Webster. 

The contiguous counties are: Barton, Bates, Benton, Bollinger, Boone, Callaway, Cape Girardeau, Carter, Cedar, Christian, Crawford, Dallas, Dent, Douglas, Franklin, Greene, Hickory, Howell, Mississippi, Moniteau, Montgomery, Morgan, Phelps, Ripley, St. Clair, Scott, Shannon, Warren, Wayne, Wright.

All counties listed above were designated natural disaster areas on September 25, 2013, making all qualified farm operators in the designated areas eligible for low interest emergency (EM) loans from USDA’s Farm Service Agency (FSA), provided eligibility requirements are met. Farmers in eligible counties have eight months from the date of the declaration to apply for loans to help cover part of their actual losses. FSA will consider each loan application on its own merits, taking into account the extent of losses, security available and repayment ability.Loans for physical losses must be used to replace or repair damage to buildings, fences or to compensate the farmer for losses of basic livestock, stored crops, or supplies on hand, equipment, etc., that was lost due to the disaster.   Loans for production losses may also be used to buy feed, seed, fertilizer, livestock or to make payments on real estate or chattel debts. Generally, loans for production losses cannot be approved until crops have completed their production cycle or have been harvested.

 In order to qualify, a farmer must have suffered a 30% loss in production or an actual physical loss that was essential to the successful operation of the farm. Barton, Bates, Cedar and Vernon County farmers interested in Emergency Loans may contact the Vernon County FSA office, Farm Loan Programs at (417) 667-8137; producers in other counties should contact their local county FSA office to determine the location of their Farm Loan Program staff; for SURE, ECP, Federal Crop Insurance, and the Noninsured Crop Disaster Assistance Program, producers should contact their local county FSA office or visitwww.fsa.usda.gov.

RICH HILL, USA Documentary, Rich Hill City Council & Mayor: Put an end to "Rich Hill, USA" documentary

All citizens of Rich Hill, past and present, would like to bring to you, this petition to end a very big issue at hand.  I want to start off by pointing out the definition of what a documentary is: being or consisting of documents, relating to, or employing documentation in literature or art; factual, objective.  So far the documentary that Tracy Droz Tragos and Andrew Droz Palermo have produced about Rich Hill is far from factual.  In her article that can be read at the link provided http://julene.womenforaction.org was posted on Friday, September, 20, 2013, she stated crude and false statements about Rich Hill.  She goes on to state that "It (Rich Hill) is being strangled with desolation and is smothering the dreams of these children. This is so far from the truth it is just absolutely volatile to say these things. Many people have moved on to greater things whether it was to go off to college like any other graduating student, or move on to live somewhere to make a good living, or to simply go after their dreams. Also, many have stayed in Rich Hill to make a living and build families, and keep traditions alive because that's what Rich Hill is all about! This documentary will completely outcast the good hardworking families that still thrive in Rich Hill and focus on the families that were raised in poverty.  If I thought this film had good intentions, or had any intentions to help Rich Hill grow economically and let it be known to the world that it is a great place to raise kids, grow up, and not just a run down town with an "eerie existence", I'd be all for it. That's not the light this film is casting on Rich Hill and it needs to end now. This is just one of the MANY articles where she states outrageous and downright hateful statements about our beloved town. We may be a small town without many luxuries but we are mighty and we WILL stand for what we believe and this is what we believe in...Rich Hill. Our Rich Hill.  NOT her Rich Hill, and definitely not her misleading portrayal of Rich Hill. Please help us stop her from finishing this so-called documentary and please stop the kickstarter campaign that is helping her raise money to finish this film. Let's stick together and unite like REAL Rich Hillians know how!

City of Butler will be flushing hydrants


The City of Butler will be flushing hydrants in all areas North of Ohio Street starting , October 16th and 17th, and again on October 24th and 25st, 2013. Flushing hydrants is a routine maintenance activity of the Water Distribution Department and Fire Department. This work will occur mainly during the late evening and overnight hours for the convenience of our customers and will be primarily Wednesdays and Thursdays.  This work should take approximately two weeks. The residents in this area may experience some rusty water and should exercise caution when washing white fabrics.  If you notice any staining of white fabrics, do not dry the material but repeat the wash cycle.  If you experience stained fabrics, contact the City office at 679-4182 during normal business hours or the Butler Police Department at 679-6131 after hours and on weekends and we can provide you with bottles of stain remover.

Information About The Butler Football Game Tonight



The Butler High School will be opening additional visitor overflow parking off of Orange Street North West of the football field for tonight’s Butler Bear/Lamar Tigers game. Visitors may enter the stadium at the turnstile at the West end of the field. They would like to thank everyone for coming to the game.

Friday will be warm and breezy, similarly to Thursday, as highs reach the middle to upper 80s. Rain will move into the area early Saturday morning, and should last through at least most of the morning before moving out by the early to middle afternoon. Areas across central and southern Missouri may not see rain begin until later in the day on Saturday, ending by late Saturday evening. Expect around .25" to .50" inches of precipitation from this system, with perhaps some locally higher amounts up to an inch.
