Winter Travel Advisory
Monday Night into Tuesday Morning, Jan. 6-7

Sub-zero temperatures expected again Monday night. Warmer temperatures and sunny skies forecasted for Tuesday will aid in snow-clearing efforts. Drivers urged to continue to use caution and allow extra travel time especially during Tuesday morning rush hour.
Weather Forecast: Sub-zero temperatures are again forecasted for Monday night into Tuesday.  However, high temperatures are forecasted to rise into the upper 20s and lower 30s on Tuesday along with sunshine.
Road Clearing: Extreme cold temperatures on Monday and Monday night hampered crews' efforts to get all major roads back to clear condition.
On Tuesday, MoDOT crews will first focus on clearing the most heavily traveled roads.
Once major roads are cleared, crews will move to lesser-traveled roads and plow to remove as much snow and ice as possible.  They will spread abrasives on hills, curves and intersections to help with traction.
Travel Conditions: All state routes are passable.  However, drivers are urged to use caution and allow extra travel time until roads are clear.
Traveler Information Map: To find the most up-to-date road conditions in southwest Missouri and statewide, check MoDOT's Traveler Information Map.

NEW INTERCHANGE IN ST. CLAIR COUNTY

Route 13/82 Interchange Project Near Osceola
Begins with Community Kick-Off January 13

Osceola, St. Clair County - A groundbreaking ceremony and public meeting are planned to kick off construction of a new interchange at Routes 13/82 in St. Clair County near Osceola, the Missouri Department of Transportation said....

Community Kick-Off:

•A groundbreaking is scheduled for 4:30 p.m., Monday, Jan. 13.

•Immediately following the groundbreaking will be a come-and-go style public meeting between 5 p.m. and 7 p.m. MoDOT and contractor representatives will be on hand to talk to people about the schedule for constructing the interchange and construction-related traffic impacts.

•Both events will be held at the Osceola High School cafeteria at 76 S.E. Highway WW south of Osceola.

Construction on the interchange project will begin the week of Jan. 13. Drivers can expect lane closings and crews and equipment close to traffic at the beginning of the project. Initially, the contractor will mobilize equipment and perform minor grading.

The $7 million project includes a new Route 82 bridge which will carry traffic over Route 13 and new ramps connecting Route 13 to Route 82. The project also will relocate Business Route 13's intersection with Route 82 west of its current location and relocate a connection road's access to Route 82 on the east side of the interchange.

Traffic Impacts:

•Route 82 will be closed up to seven months beginning in late March or early April and will reopen at the end of the project. The exact closing date will be announced later. During the closing of Route 82, a detour will be signed using Route 54, Route 83 and Route 7. However, drivers may use other local routes to get around the closing.

•Business Route 13 also will be closed for extended periods of time during its relocation. The exact closing date of Business 13 also will be announced later.

Project Background:

Currently, Route 82 drivers must cross four lanes of Route 13 with its high speed traffic through the existing at-grade intersection. The new interchange will allow Route 82 drivers to enter and leave Route 13 via ramps, making it a safer intersection.

Planning for the interchange began in the late 1990s.

The prime contractor is Lehman Construction, LLC of California, Mo.

Total Project Cost: $7 million

◦$5.4 million - Construction

◦$200,000 - Right-of-Way

◦$1.4 million - Engineering

Completion: Nov. 1, 2014

Missouri State Highway Patrol Stresses Dangers Of Hazardous Weather Conditions

Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, urges the public to remain aware of the hazards associated with current weather conditions. Dangerously cold temperatures and the wind chill factor make being outside and traveling perilous. The Patrol is encouraging everyone to stay inside and off the road. If you must travel in these conditions, please keep the following in mind:

Before you travel, gather an ice scraper, tire chains, battery booster cables, flares/reflectors, blankets, gloves, flashlight, and a bag of sand or kitty litter to place in your trunk. Also, ensure your cellular phone is fully charged and functional. Take bottled water and a snack with you. Emergencies cannot be predicted, but planning ahead can help you if one should arise.

Make sure your vehicle is in good condition with proper fluid levels and at least a half tank of fuel. Keeping your fuel tank at half full or higher prevents gas lines from freezing and will allow you to run the engine and keep warm while waiting for assistance should you become stranded. Allow extra driving time for you to reach your destination at a slow, safe speed. Remember: Missouri law states if you’re using your windshield wipers, your headlights must be turned on. It takes only a second to turn on your vehicle’s headlights. That second could make you more visible to other drivers and prevent a traffic crash.

If your vehicle slides off the road, stay with it. Other vehicles could put you in danger of being struck if you are outside your vehicle. Temperatures are frigid and walking for help could put you at risk of frostbite. Frostbite occurs when the skin and body tissues are exposed to cold temperatures for a prolonged period of time. You are more susceptible to this condition the longer you are outside. Frostbite may affect any part of the body, although the hands, feet, nose, and ears are most vulnerable. Wet clothing, high winds, and poor circulation can contribute to frostbite. If you must be outside, wear layers of clothing, mittens rather than gloves, wind-proof/water-resistant clothing, hat, scarf, etc. Limit how long you are outside.

Col. Replogle reminds motorists, "It is dangerously cold outside. I would encourage you to stay home if at all possible. If you must drive, plan ahead and be a courteous driver. Please slow down, pay attention, and wear your seat belt."

The Missouri State Highway Patrol is here to serve and protect. If you become stranded or see another vehicle stranded on the side of the road with passengers, please call the Missouri State Highway Patrol emergency number at 1-800-525-5555 or dial *55 on a cellular phone. These numbers ring at the nearest troop headquarters.

Missouri’s Road Condition Report (1-888-275-6636) can help you plan your route--before you leave. You may also view MoDOT’s Road Condition Map by going to the Patrol’s web site www.mshp.dps.mo.gov and clicking on the Road Condition icon.

The Patrol encourages motorists and watercraft operators to protect themselves by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint and everyone in the vessel is wearing an approved life jacket. Click It 4 Life and Wear It!!!
