Clinton man arrested in St. Clair County

Francis Chaluisant
On Dec. 27, Francis Chaluisant, 39, Clinton, was arrested on a St. Clair County warrant charging him with failing to appear in court on a class C felony charge of burglary-second degree. Bond is set at $10,000 cash or surety.

The original charge stems from a St. Clair County Sheriff’s Office investigation in April 2013 when deputies were dispatched to SE 871 Road, Osceola, in reference to items loaded in a truck that was stuck in the mud and unable to move. Items in the truck included a green refrigerator, a washing machine, a wood stove, a furnace, and some other small items.

Contact was made with Chaluisant who stated he had permission from the owner of the property to take scrap from the trailers. Contact was made with the property owner, Duane Bourland, who stated the items that were removed from his property without permission.

Appleton City man arrested in St. Clair County

 Terry Sieleman
On Dec. 28, Terry Sieleman, 38, Appleton City, was arrested on a St. Clair County warrant for failing to appear in court on an original class C felony charge of possession of controlled substance and class A misdemeanor charge of unlawful use of drug paraphernalia. Bond on those charges is set at $20,000 cash only.

The charges stem from a St. Clair County Sheriff’s Office investigation on Oct. 25 when a traffic stop was conducted on a vehicle Sieleman was a passenger in. During the investigation members of the Mid Missouri Multi Jurisdiction Drug Task Force arrived on scene to assist with the stop. A check revealed Sieleman had two warrants from Henry County for failing to appear in court on misdemeanor charges of harassment and speeding. Sieleman was taken into custody.

The investigation continued at a camper that Sieleman resides in behind an abandoned residence on Burdette Street, Appleton City. A plastic bag with a white powder and several items of drug paraphernalia were discovered in the camper. The white powder field tested positive for methamphetamine.

Mr. Sieleman was also arrested on a St. Clair County warrant for failing to appear in court in another case charging him with class C felony charge of possession of controlled substance. Bond on that charge is set at $10,000 cash only. The original charge stems from an Appleton City Police Department investigation in October 2013
