I've heard and read some misunderstanding of how utility deposits are working. First, the city cannot spend nor use the deposit money. The deposit requirement is not new; new accounts required a deposit with a deed owner being exempt. We found this was being circumvented and removed this exemption.
New exemptions were put in place by determining risk based on credit score. This risk determination is the same system many other municipalities and private utility providers are using. We then found there are some citizens who don't have credit but do have a long history with the city. We are modifying the deposit requirement by establishing good credit with the city. This modification is our own and based on observation over the past few months.
Where is your deposit money should you be required to pay a deposit? It sets completely idle until you disconnect and final bills paid in full or meet the criteria for a lesser deposit. When you meet any of the aforementioned criteria your deposit will be refunded. Some criteria may require another credit score check. The city is not collecting deposits to help pay for any upgrades. In January of 2016, the city was owed $145,000 in unpaid utility bills. Not only was I aware of this before being elected, but the audit brought it up. The citizens petitioned an audit costing $38,000 dollars. I and the auditors wanted to know what we were doing to collect on these monies and how we are going to stop it from continuing. Thus a new deposit requirement and collections were established.

Rebecca (Becky) Marie King, of La Due, Missouri, passed away Monday, March 13th, 2017 at the St. Luke's Hospital on the Plaza. Memorial Services will be held Thursday, March 16th, 2017 at 7 PM at the Vansant-Mills Funeral Home, Clinton, MO.

Becky was born March 14, 1986 in Clinton, Missouri the daughter of Chester and Georgia King. Becky was a member of the La Due Christian Church. She was a 2005 graduate of Clinton High School. She also loved to color, watch movies, and enjoyed visiting with people.
Survivors include her parents Chester and Georgia King, of the home. Brother Travis King, of Clinton, MO, and grandmother Edith Colby of Clinton, MO, as well as a host of friends and family.

James Edward Peek, Sr., age 61, of Clinton, passed away Friday, March 10, 2017 at his home. Memorial services will be 4:00 PM, Tuesday, March 14, 2017 at Vansant-Mills Funeral Chapel, Clinton, Missouri.

James was born on July 3, 1955 in Clinton, Missouri to George and Donna Peek (Woods). He married Ernastine Shepard on September 16, 1973. Over 43 years of marriage, the couple welcomed 4 children into their home and several grandchildren. James' friends and family remember him as a kind and gentle man who wasn't afraid to do what needed to be done, no matter the cost, and would quite literally take the shirt off his back for another.
James gave 18 years of service with the Army National Guard and worked at Rival for many years before a serious injury forced him into an early retirement. He had a fierce love for fishing and would never turn down an invitation to go fishing. If James wasn't home, there was a good chance he was sitting on an bank somewhere with his daughter Christy fishing for catfish.
James is survived by his loving wife, Ernastine Peek (Shepard); sons Roger Peek, James Peek, Jr.; daughters Christy Peek and Tammy Tennal and son-in-law Brian Tennal; grandchildren Dakota, Keegan, Isaac, Gavin, Roger, and Tabitha; brother Clifford; sisters Kathy, Debbie, and Shirley. His mother Dona, along with many aunts, uncles, nieces and nephews. He is preceded in death by his father George Peek (1985), brother David (1976), sisters; Mary (1969) and Caroline (1963).

The Missouri State Highway Patrol is pleased to announce the following:
Colonel Sandra K. Karsten, 23rd
superintendent of the Missouri State Highway Patrol, was sworn in at
3:30 p.m. on March 14, 2017, during a ceremony at General Headquarters,
Jefferson City. The Honorable Carol England, Associate Circuit Court
Judge--Division VI, administered the Oath of Office to the new colonel.
The ceremony included the presentation of
colors by Troop F Color Guard, national anthem sung by Recruit Bradley
Lueckenhoff, and invocation by Dr. Wilfred Karsten. Governor Eric
Greitens provided special remarks, and Colonel Karsten spoke to those
attending the celebration.
“I am honored and humbled to take the Oath
of Office as the 23rd superintendent of the Missouri State Highway
Patrol,” said Colonel Sandra K. Karsten.
Karsten was appointed to the Patrol on
September 1, 1985, as a member of the 57th Recruit Class. During her
31-year career with the Patrol, Karsten has worked as a road trooper in
Callaway and Audrain counties. She obtained the rank of corporal and
sergeant and was assigned assistant zone commander and designated zone
commander, respectively, in Troop F.
In 1996, Karsten transferred to the General Headquarters in Jefferson
City. She was assigned to the Field Operations Bureau where she was
promoted to the rank of lieutenant and later to the rank of captain. In
2001, Karsten transferred to the Human Resources Division as the
director of that division. In 2011, she was promoted to the rank of
major and designated commander of the Administrative Services Bureau;
then later transferred as the commander of the Technical Services
Bureau. In 2012, she was promoted to the rank of lieutenant colonel
where she served as a member of the Patrol’s command staff. As assistant
superintendent, Karsten acted in the superintendent's absence and had
direct oversight responsibility for the Professional Standards Division
and Public Information and Education Division. Governor Eric Greitens
appointed Karsten to become the 23rd superintendent of the Missouri
State Highway Patrol on February 1, 2017. The Missouri Senate confirmed
her appointment Thursday, March 9, 2017. As a result of her
confirmation, she has been elevated to the rank of colonel. Colonel
Karsten is the first female to hold the position of superintendent
during the Patrol’s 85-year history.
Colonel Karsten graduated from Putnam County High School in Unionville,
Missouri. She earned Bachelor of Science in criminal justice from Truman
State University and a master’s degree in public administration from
the University of Missouri. Karsten is also a graduate of the
Northwestern University Traffic Institute's School of Police Staff and
Command. Colonel Karsten and her husband, Tim, have two sons, John and
Paul.
