NEWS RELEASE: Winter Weather Preparedness Week is Nov. 15th– 19th

Winter Weather Preparedness Week is Nov. 15 – 19

Missourians are reminded to prepare for cold temperatures and potentially dangerous weather this winter

JEFFERSON CITY – In addition to frigid temperatures and snow and ice, winter brings dangerous driving conditions and the potential for damaging and deadly storms. That's why the National Weather Service, the State Emergency Management Agency and Missouri's local emergency managers are teaming up to promote Nov. 15-19 as Winter Weather Preparedness Week in Missouri.

"Most Missourians have experienced frigid temperatures and icy road conditions, but many do not take the steps to prepare so they don’t wind up getting stranded in the cold,” State Emergency Management Agency Director Jim Remillard said. “By designating Nov. 15-19 as Winter Weather Preparedness Week, we’re encouraging everyone to prioritize safety this winter and reminding all Missourians to prepare in advance of severe storms – while on the road and at home.”

In 2020, there were more than 5,500 vehicle crashes in Missouri in which snow or ice were factors, which resulted in 1,698 injuries and 26 deaths, according to preliminary results provided by the Missouri State Highway Patrol. Even if not directly involved in a crash, an accident blocking the roadway could cause other drivers to be stranded for hours. Avoiding non-essential travel during winter storms is one of the best ways to reduce the chance of becoming involved in a crash or becoming stranded. It also allows snow removal crews to clear the roads faster and first responders to get to crashes more quickly.

Missourians should also consider these winter weather preparations and be ready to take necessary actions during inclement weather to keep their families safe.

  • Create a family emergency plan and an emergency kit. Emergency supplies should include bottled water, canned and dry foods, battery-powered radio, flashlights, extra batteries, manual can opener and a first-aid kit. When power outages are possible, charge cell phones and other devices in advance so you are able to communicate if power is lost.
  • Assemble a separate vehicle winter emergency kit. Include a blanket, radio with spare batteries, snacks or energy-type food, jumper cables, flares, shovel and sand or shingles to give tires traction.
  • Avoid driving whenever possible when conditions are poor. Postpone travel if possible. If driving is necessary, make sure an emergency kit is in the vehicle, that your gas tank is more than half full, cell phones are charged and emergency numbers are saved for fast dialing. Check on road conditions in advance on the Missouri Department of Transportation’s Traveler Info Map: http://traveler.modot.org/map/. Allow extra time, expect delays, reduce speed and increase following distance. Always drive based on conditions, NOT the posted speed limit. If your vehicle breaks down or slides off the road, stay with your vehicle and call or wait for help.
  • Make sure alternate heat and power sources, such as fireplaces, woodstoves, kerosene heaters and generators function properly. These sources can be dangerous and must be maintained and operated. Keep the correct fuel for each source on hand in a safe location. Proper ventilation is essential. Properly install carbon monoxide detectors throughout the home. Only operate generators outdoors.
  • Remember space heaters are dangerous and potentially deadly when misused. Space heaters account for about one-third of home heating fires and 80 percent of home heating fire deaths annually. These devices are supplemental heating sources and should be turned off when leaving a room or going to bed. Keep anything that can burn at least three feet from heating equipment. Never overload extension cords or electrical outlets. Spaces heaters should never be used in place of a primary heating system.
  • Know the risks of exposure to cold temperatures. In 2020, 41 people reportedly died as a result of low body temperatures due to prolonged exposure to cold weather, according to the Missouri Department of Health and Senior Services. Protect against frostbite and hypothermia by wearing warm, loose-fitting clothing in several layers. Avoid alcohol, limit time spent outdoors in frigid temperatures and stay indoors, if possible. Obituary - Ricardo Amado Estrada

Ricardo Amado Estrada, age 69, of Grandview, Missouri, passed away peacefully on Saturday, November 6, 2021 at St. Luke’s Hospital in Kansas City, Missouri.

A visitation will be held from 12:00 p.m.. to 1:00 p.m. on Saturday, November 13, 2021 at Cullen Funeral Home, 612 W. Foxwood Dr. Raymore, Missouri 64083. A funeral service will be held at 1:00 p.m. at the funeral home followed by burial at Raymore Cemetery in Raymore, Missouri.

Ricardo was born in Kansas City, Missouri on May 6, 1952 to Valentine Estrada and Bertha (Tamayo) Estrada. Ricardo graduated from high school and continued his education, receiving is master’s in business administration from Washington University, and majored in finance. He also received a Bachelor of Science degree in Mathematics. For many years, Ricardo worked for the Internal Revenue Services as a customer service representative. He was a man of Catholic faith.

Ricardo had a passion for comic books. He followed several series including Supper Man, Batman, Thor, Justice League and Dark Knights just to name a few, being very particular about the writer and illustrator. Ricardo had an encyclopedic knowledge of comics which he loved to share with family and friends. When movies based on comic book stories hit the theatres, Ricardo and Christopher were out the door. He always had an opinion of whether the story line was accurately followed or not. He saved every comic book from a young age, and they are setting in our basement. After he was unable to read them, he decided to donate them to an uplift project that sent care boxes to military overseas.

In his earlier years and when we first got married, he loved to go to the movies. He couldn’t wait for Christopher to get old enough so he could take him. The first movie he took him to was Batman with the penguin. I thought that was a little dark for him, but he wanted to take him anyway, first father and son movie. Ricardo always bought the biggest bucket of popcorn and drink. That was their time together, and on the way home they would critique the movie.

Ricardo was a prankster and enjoyed the setup and execution. He and his partner in crime Mike would think of pranks to play on different people in the office. On one occasion, Ricardo turned his buddy Mike’s cubical into a Turkish Bath. He made a sign that said “Mike’s Turkish Bath” He put a shower rod and curtain across the front of Mikes cubical and included a basket with soaps and towels. However, Mike came to work early that day and moved the Turkish Bath to someone else’s cubical named Mike. When Ricardo came into work, it backfired, he was the one that got pranked.

He was so thoughtful and considerate. On Valentine’s Day, Ricardo gave all the women in the office a single Rose. He wanted to make sure they received flowers on Valentine’s Day. Ricardo liked to surprise me. On one occasion, my neighbor built a porch on the front of their house. I told Ricardo that looks nice, hummm I kind of like that. When I came home from being out of town, I had a porch. I had to be careful of what I said because he would buy or make it happen. He was so loving, he wanted to shower me with gifts and surprises.

Family was important to Ricardo and he loved them all dearly.

Ricardo was preceded in death by his parents, Valentine and Bertha Estrada, brother Edward “Eddie” Estrada, niece Valerie Estrada and nephew Shaun Estrada.

He leaves behind his loving wife, Anna Estrada; son, Christopher Estrada (Tara); grandson, Grayson Teeling-Estrada; three brothers, Charlie Estrada (Rita), Ramon Estrada, and Valentine Estrada (Sharon); sister, Jeanine Estrada; nieces and nephews, Rita Lou, Nick, Mary Frances, Lauren, Christi, Marissa, Alicia, Daniella, Marcus, Christopher, Jeanette, Amanda, Andrew, Michelle, and Mike; and great nieces and nephews, Ava, Arcello, Bella, Aubrey, Riley, Luke, Avery, Reese, Ralphie, Layla, Gavin and Soraya, Alexis, Audrey, and Noah.

Ricardo was a kind and generous sole and he will be dearly missed.
