Obituary - Paul B. Phillips Sr.

Paul Brian Phillips Sr., age 78 of Butler, Missouri died Sunday, November 30, 2025 at Medicalodge Nursing Home in Butler.  He was born July 11, 1947 to Clifford Edmond and Pearl Frances Burrage Phillips in Westfield, Massachusetts.

Paul is survived by one son, Paul “Brian” Phillips Jr. of Butler, Missouri; one grandson, Hayden Reed Phillips of Butler, Missouri; and brother, David Phillips of Scott City, Kansas.  Paul was preceded in death by his parents; wife, Melissa; and one brother, Bruce Phillips.   

Building a Safer Community Through Lifesaving Education


BCMH hosted an AHA Heartsaver® CPR class on December 1 with participants Kayla Merriman, RN and AHA Site Administrator; Danielle Hutchinson, Drexel School Nurse; and Timber Stiles, Ballard School Nurse.

 Preparing people to act in an emergency is one of the most effective ways to strengthen community health. In 2025, the Community Wellness Program at Bates County Memorial Hospital (BCMH) delivered a full schedule of American Heart Association (AHA) courses, reaching participants across Bates County and surrounding areas.

The program provides accessible training for both the public and local professionals who must maintain current certifications, including teachers, daycare providers, and healthcare workers.

In 2025, BCMH Community Wellness offered:

• Forty-nine in-house classes for employees and community members:
– BLS: 23 classes
– Heartsaver® CPR: 9 classes
– ACLS: 9 classes
– PALS: 8 classes

• Sixty-nine additional AHA courses coordinated by BCMH and delivered by outside instructors for area schools, nursing homes and Osage Valley Electric Cooperative:
– BLS: 32 classes
– Heartsaver CPR: 37 classes

• Two Trauma Nurse Core Courses (TNCC), each spanning two days and required for emergency room registered nurses. The courses were offered in partnership with instructors from LifeFlight Eagle.

In total, 417 participants received AHA eCards in 2025 for completing a course organized or coordinated through BCMH.

BCMH is grateful for Gayle Warden, Education Coordinator, and to all of the instructors who made this year’s success possible.

Please be aware:
Our office will never call and demand payment over the phone.
We do not request personal or financial information by phone, text, or email.
We do not threaten arrest unless you send money or gift cards.
This scam is called phone spoofing, where criminals make it appear as though the call is coming from our official number.

Sergeant Logan conducted a warrant service in the Clinton area that resulted in the arrest of Season Kragenbrink, age 28, of Clinton, on a Henry County warrant for failure to appear on a Clinton nuisance violation.
• 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟒, 𝟐𝟎𝟐𝟓 – 𝐅𝐨𝐫𝐠𝐞𝐫𝐲:
Deputy Hysom and Deputy Stevens conducted a traffic stop in the Windsor area that resulted in the arrest of Shawn Roberts, age 49, of Windsor, for forgery. Roberts allegedly tampered with the registration displayed on his vehicle.
• 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟓, 𝟐𝟎𝟐𝟓 – 𝐃𝐫𝐢𝐯𝐢𝐧𝐠 𝐖𝐡𝐢𝐥𝐞 𝐒𝐮𝐬𝐩𝐞𝐧𝐝𝐞𝐝/𝐑𝐞𝐯𝐨𝐤𝐞𝐝:
Deputy Hysom and Deputy Stevens conducted a traffic stop in the Windsor area that resulted in the arrest of Larry Roberts, age 47, of Windsor, for driving while suspended/revoked.
• 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟓, 𝟐𝟎𝟐𝟓 – 𝐖𝐚𝐫𝐫𝐚𝐧𝐭:
Deputy Harms conducted a warrant service in the rural Deepwater area that resulted in the arrest of Paul Robertson, age 40, of Deepwater, on a Cass County felony warrant for failure to appear on a possession of a controlled substance charge.
• 𝐍𝐨𝐯𝐞𝐦𝐛𝐞𝐫 𝟐𝟕, 𝟐𝟎𝟐𝟓 – 𝐖𝐚𝐫𝐫𝐚𝐧𝐭:
Deputy Chaney conducted a traffic stop in the Windsor area that resulted in the arrest of Candace Rushly, age 25, of Deepwater, on a Henry County warrant for illegal burning and a Cass County traffic warrant.

Notice from the city of Harrisonville regarding ATV permits

ATTENTION UTV OWNERS!

The UTV permits for 2026 are available now at HPD! You may obtain your permit for next year IF you purchased a 2025 one. If you did not get a 2025 one and want the 2026 one early, you will have to pay for the 2025 one as well before being issued a 2026 permit.
Remember, regardless of when you purchased your 2025 permit, they all expire at the end of the year. A new one must be obtained for 2026 before driving it on any city streets.
The cost of a permit is $15.00.
The cost of the citation for not having one is $225.00.
Permits are available at the police department M-F from 8-5. Please call or stop by if you have any questions about the permit or how it must be displayed on your UTV.
**REMINDER: PERMITS ARE ONLY FOR UTV’S. IT IS STILL ILLEGAL TO OPERATE AN ATV, GOLF CART, OR ANY OTHER UNAUTHORIZED RECREATIONAL VEHICLE ON CITY STREETS.**
