On Sept. 12, Russell Quinn, 37, Kansas City, was arrested following a traffic stop by a St. Clair County deputy. During the stop it was learned Quinn driver’s license was revoked and he had an outstanding felony Clay County warrant for a similar charge with a bond of $10,000 cash or surety. Quinn was issued a citation and transported to the St. Clair County Jail and booked in on the warrant.
