Clinton man arrested in St. Clair County

On July 18, Richard Foster, 31, Clinton, was arrested on a St. Clair County warrant for failing to appear in court on an original class A misdemeanor charge of theft. The warrant was issued on March 20 and bond is set at $2,500 cash only.

Foster was also arrested on warrants from Henry County and the Montrose Police Department for failing to appear in court. The warrant from Henry County charges Foster with misdemeanor possession of marijuana, unlawful use of drug paraphernalia, theft, no insurance, operating a vehicle without a valid driver’s license, and no seat belt. The charges stem from a Missouri State Highway Patrol investigation on October 13, 2016. The original charge from Montrose Police Department is an ordinance violation for no insurance on August 11, 2016. Total bond on the two charges is $560 cash only.
