Stolen Vehicle and Two Stolen Firearms following traffic stop in Henry County

At approximately 1:30 a.m. on Saturday, August 18, Missouri State Highway Patrol troopers in Henry County conducted a traffic stop on a white Nissan Maxima with three occupants, traveling south on Missouri Highway 7 near Booth Road in Clinton, Missouri. 

The trooper contacted the driver, who was later identified as Charles A. Parker, and had him exit the vehicle. While speaking with the driver, another trooper responded to assist with the traffic stop and attempted to contact the front seat passenger, later identified as Cartez D. Mosby. As the trooper approached the vehicle, Mosby reached for and displayed a handgun. 

The trooper immediately took cover and issued verbal commands to the two passengers. The backseat passenger, identified as William D. Watts, then exited the vehicle. As Watts was being secured in handcuffs, Mosby fired one shot from the vehicle followed moments later by a second shot. Troopers continued to issue verbal commands and, eventually, Mosby complied and exited the vehicle. Mosby was taken into custody without incident. 

Further investigation revealed both the vehicle and the two firearms located in the vehicle were reported as stolen. The driver and both passengers were arrested and transported to Henry County Jail. 

The Henry County Sheriff’s Office and the Clinton Police Department assisted with this incident. 

Henry County Prosecuting Attorney Richard Shields has charged Charles A. Parker, 33, of Kansas City, Missouri, with felony tampering with a motor vehicle, felony stealing ─ firearm, and felony unlawful possession of a firearm. Parker is being held at the Henry County Jail on a $20,000 bond.

Mr. Mosby is being held at the Henry County Jail on a $100,000 bond. William D. Watts, 17, has been charged with felony stealing ─ firearm and is being held at the Henry County Jail on a $20,000 bond.
