Two arrested for drug trafficking in Osceola

On June 13, 2024, Osceola Police Officer Kauffman conducted a traffic stop in Osceola City Limits on a vehicle for speeding. Officer Kauffman observed the passenger attempting to hide something behind the driver's seat along with other signs of possible narcotic use regarding the passenger. Officer Tucker and St. Clair County Deputies arrived on the scene to assist.

Chief French and K9 Bek with Fair Play PD arrived on the scene and K9 Bek conducted an open-air sniff of the vehicle.Officer Kauffman and Officer Tucker conducted a probable cause search of the car and located two bags with a large amount of crystal substance where Officer Kauffman observed the passenger hide something.

The bags field tested positive for methamphetamine and weighed approximately half of a pound (235 grams). The driver was identified as David Russell out of Springfield, Missouri. The passenger was identified as Joseph Oliver out of Branson, Missouri. Both occupants were transported to the St. Clair County Jail to be placed on a 24-hour hold for Trafficking Drugs-2nd Degree-Over statutory amount.

The charges were sent to prosecuting attorney Daniel Dysart. Below are the charges that were filed along with the bond amounts.

David Russel-Trafficking Drugs 
Joseph Oliver-Trafficking Drugs 2nd Degree-Over statutory 2nd Degree-Over statutory amount $75,000 cash only. amount $75,000 cash only.
