Obituary - Robert Elmer Todd

Robert Elmer Todd, age 91 of Deepwater passed away December 27, 2017 at his home in Deepwater.  Memorial services will be 2:00pm, Sunday, January 7, 2018 at Vansant-Mills Funeral Chapel, Clinton,  Missouri.  Inurnment will be in the Vansant Road Cemetery, Clinton.  Family suggests memorial contributions be made to C.A.R.E.(Clinton Animal Rescue Endeavor) and may be left in care of the funeral home.  Condolences and fond memories may be left online at www.vansant-millsfuneralhome.com.  

Robert was born in 1926 the son of Arthur R. and Seva (Johnson) Todd in Lexington, Missouri.  He was raised in northeast Kansas City.  He raced stock cars from 48-68 winning many trophies.  He worked at Auto Salvage near 17th and Manchester in Kansas City in the 50's.  He owned and operated Mid City Auto Parts in Independence, MO.  He was a member of the American Legion as well as Car Clubs.  He served in the Army during the Korean conflict.

He was preceded in death by his parents; his wife Mary Alice (Rhodes) in 2013; and his son Robert in July, 2017.

Robert is survived by his son, Michael Arthur Todd, of Grain Valley; daughters, Ramona Feugate of Lampe, Mo., Patricia Annette Shockey of Appleton City, MO., and Christina Kay Rowland of Warsaw, MO.; a brother, Carl David Todd of Pleasant Hill, MO.; 15 grandchildren; 25 great grandchildren; and 3 great-great grandchildren.

Arrangements have been entrusted to Vansant-Mills Funeral Home of Clinton, Missouri.




Obituary - Joshua “Josh” Wade Roberts

Joshua “Josh” Wade Roberts, 31, Peculiar, MO, died Monday, January 1, 2018 at his home. 

Memorial services will be held at 11:00 a.m. Saturday, January 6, 2018 at the United Methodist Church in Peculiar with visitation from 10:00-11:00 at the church.

Archie Police Seeking Public Assistance


This subject was observed exiting the stolen truck, that was recovered in Archie on 12-31-17. The subject is a white male, and was wearing work style boots, with light colored blue jeans, a black Carhart style coat. 

The coat has some sort of white colored emblem on the left sleeve. He is also wearing a blue hoodie sweatshirt. He is carrying a black gym style bag that is slung over the front of his body. 

A subject was witnessed trying to break into another vehicle on the morning of 01-02-18 that was wearing the same coat. If anyone has any information on who this might be please notify the Archie Police Dept.







Job Opening In Adrian





Fraud in Appleton City

On Dec. 29, a St. Clair County detective met with Gerald Fennewald at the St. Clair County Sheriff’s Office in reference to fraud from his bank account.

Mr. Fennewald stated he believed that his ex-girlfriend had forged his signature on checks being withdrawn from his account. 

Fennewald got copies of his bank account transactions and showed them to the detective. Total amount of money in question is $1675.89. Fennewald filled out a request for prosecution.



Missouri State Highway Patrol Reports Seven Fatalities During New Year's Counting Period

The Missouri State Highway Patrol reports that there were seven fatalities during the New Year's holiday counting period from 6 p.m., Friday, December 29, 2017 to 11:59 p.m. Monday, January 1, 2018. Troopers investigated 229 traffic crashes, which included 77 injuries and five of the seven fatalities. 

The St. Louis Metropolitan Police Department and Sullivan (MO) Police Department each investigated one traffic crash fatality during the counting period. In addition, troopers made 129 arrests for driving while intoxicated and 49 drug arrests during the 2018 New Year counting period. There were no boating crashes or drownings during the 2018 New Year’s holiday counting period.

Last year over the New Year’s holiday counting period, Missouri law enforcement agencies reported 539 traffic crashes, which injured 302 people. There were eight fatalities during the 2017 New Year’s holiday counting period. In addition, troopers made 103 arrests for driving while intoxicated and 67 drug arrests. There were no boating incidents or drownings during the 2017 New Year’s holiday counting period.

Three traffic crash fatalities occurred in the Troop C, Weldon Spring, MO, area; two traffic crash fatalities occurred in the Troop E, Poplar Bluff, MO, area, and one traffic crash fatality occurred in each of the Troop G, Willow Spring, MO, area and the Troop H, St. Joseph, MO, area. 

There were no traffic crash fatalities during the counting period Friday, December 29, 2017.

Three people died in traffic crashes on Saturday, December 30, 2017. Gregory A. Reynolds, 73, of Clarkton, MO, died when the vehicle he was driving began sliding, ran off the roadway, and overturned. The crash occurred in Dunklin County on Missouri Highway 25 north of Clarkton. Dunklin County Coroner James Powell pronounced Reynolds dead at the scene of the crash. Reynolds was not wearing a seat belt at the time of the crash.

Gary D. Greenwood, 19, of Mountain Grove, MO, died when the he overcorrected, causing the vehicle he was driving to travel off the roadway and overturn. Greenwood was ejected from the vehicle. The crash occurred in Texas County on Missouri Route AM east of Mountain Grove. Texas County Coroner Marie Lasater pronounced Greenwood deceased. It is unknown whether or not Greenwood was wearing a seat belt at the time of the crash.

Phillip G. Hoenig, 49, of St. Charles, MO, died when another vehicle ran a red light and struck Hoenig's vehicle as he was turning left. The crash occurred in St. Louis, MO, at the intersection of Hall Street and Adelaide Avenue. Hoenig was transported to St. Louis University Hospital where he succumbed to his injuries. Dr. Jennifer La'Plant pronounced Hoenig deceased at the hospital. The St. Louis Metropolitan Police Department investigated the crash.

Two people died as a result of traffic crashes on Sunday, December 31, 2017. Bonita D. Fuller, 67, of Jackson, MO, died when the vehicle she was driving traveled off the right side of the roadway, struck a utility pole and a ditch, went airborne, then struck a tree and a house. The crash occurred in Cape Girardeau County on U.S. Highway 61 in Fruitland, MO. Cape Girardeau County Deputy Coroner David Taylor pronounced Fuller dead at the scene. Fuller was wearing a seat belt at the time of the crash.

Cole Watson, 20, of Sullivan, MO, died when the vehicle he was driving drove off the roadway. Watson was ejected from the vehicle. The crash occurred on Vine Street in the city of Sullivan, MO. Watson was pronounced deceased at Missouri Baptist Hospital. Watson was not wearing a seat belt at the time of the crash. The Sullivan Police Department investigated the crash.

Two people died as a result of traffic crashes on New Year's Day, Monday, January 1, 2018. Brandon M. Scott, 28, of Independence, MO, died after the vehicle he was driving failed to stop at the intersection of Missouri Route A and Missouri Route H in Turney, MO, in Clinton County. The vehicle then traveled off the edge of the intersection and struck a hedge post, coming to rest on its driver's side. Clinton County Coroner Lee Hanks pronounced Scott dead at the scene. Scott was not wearing a seat belt at the time of the crash. Clinton County Sheriff's Department and Lathrop (MO) Fire Department also responded.

Gerald J. Beers, 79, of Festus, MO, died when the vehicle he was driving failed to yield while attempting to cross northbound U.S. Highway 67. A northbound vehicle struck Beers' vehicle which rotated counter-clockwise into the left lane and was struck by a second vehicle. The crash occurred in Jefferson County on U.S. Highway 67 at Montauk Drive. Dr. Evans at Mercy Hospital pronounced Beers deceased at the hospital. Beers was wearing a seat belt at the time of the crash. The driver and a passenger in the first vehicle that struck Beers' vehicle sustained minor injuries; neither were wearing seat belts. The driver of the second vehicle that struck Beers' vehicle was not injured; he was wearing a seat belt.

Note: The fatality statistics in this news release could change if late deaths occur, or if other departments report fatal traffic crashes after this news release is distributed.

The Archie Police Department needs your help. There have been numerous vehicles stolen from the City of Archie, since around the 29th of December. 

We are asking that if anyone has any information on who might be involved please let us know. 

Also if you warm your vehicle in the mornings just be cautious when doing so. We don't recommend doing this unless you are sitting in your vehicle. 

Also please lock your vehicles, and never leave your keys in your vehicle.





POSITION: City Clerk / Deputy City Clerk City of La Cygne

Administration Department

Rules and regulations concerning the natural gas utility require the administrative department to pass a pre-employment drug test. Random drug tests are also given during the employee’s tenure.

POSITION SUMMARY:

Under the administrative supervision of the Mayor, the City Clerk and Deputy City Clerk perform highly responsible, administrative, financial, and clerical duties. Both employees maintain and provide for proper planning, accounting, and control of all municipal fiscal and legal records. As a city officer, the City Clerk is the official custodian of municipal documents and is responsible for various city financial records. The Deputy City Clerk shall perform those duties assigned to that office by the City Clerk. The Deputy City Clerk shall become the acting City Clerk and fulfill the duties of that office in the absence of the City Clerk. Employees in these positions have a substantial amount of public contact regarding the furnishing of information concerning city ordinances and policies. The City Clerk and the Deputy City Clerk are non-exempt employees under FLSA.

ESSENTIAL FUNCTIONS:

- Maintains day-to-day review of city’s financial position, including ensuring that all city monies deposited in a financial institution are secured with proper pledged securities, assists with budget preparation and is responsible for all accounts payable and receivable;
- Maintains control of all municipal, fiscal, and legal records, including all fiscal records for auditing purposes, municipal documents, bond issues, and transfer payments on bonds;
- Compiles financial records monthly;
- Maintain personnel and payroll records, monitor payroll hours;
- Compiles monthly and quarterly summaries of payroll for accounting and tax purposes;
- Furnishes information to public via open records requests in accordance with the Kansas Open Records Act;
- Administers oaths of office to relevant elected and appointed officials and is custodian of the official city seal;
- Attends all meetings, assists in agenda preparation, records official transactions and proceedings of council meetings, and ensures compliance with the Kansas Open Meetings Act;
- Monitors operating procedures, data processing, and reviews monthly statements, receipts, and expenditures to ensure adherence to city budget;
- Coordinates with the County Election Officer, and works closely with elections, notices, and registrations;
- Works with auditors during annual audits;
- Maintains custody of all ordinances and other official documents/records and serves as the city’s Freedom of Information Officer;
- Serves as the designated KPERS agent;

MARGINAL FUNCTIONS:

- Issues and maintains licenses and permits;
- Maintains records of all active city boards;
- Engages in the resolution of any conflicts that may arise between various parties;
- Administers grant monies and collects utility payments;
- Performs dispatch services for utility and police departments;
- Performs other duties as assigned and as deemed necessary;
City Clerk / Deputy City Clerk
POSITION REQUIREMENTS

Experience: Six (6) to nine (9) years of similar or related experience is recommended. The employee is expected to have acquired the necessary skills and information to perform the job reasonably well within one (1) year of hiring.

Education: The employee is expected to have at a minimum, a relevant technical degree.
 
Technical Skills: In addition to the minimum education requirements described above, the employee must have a thorough understanding of accounting, including strong working knowledge of GAAP, and a background and understanding of state statutes as they apply to municipalities. Some knowledge of business and tax law is helpful. The employee must have strong budgetary skills, and be able to read and interpret various reports that are utilized in the day-to-day operations of the city. The employee must be able to utilize effectively and efficiently computers, printers, fax machines, copiers, adding machines, typewriters, postage machine, office telephone systems, two-way radios, and pagers. Excellent oral and written communication skills are required.

Problem Solving: Problem solving is a factor in this position. Problems include finding errors in reports that do not balance, handling citizen complaints in a fair and consistent manner, identifying and correcting errors in utility bills, and making sound fiscal decisions as they relate to budget. All must be dealt with in an effective and professional manner.

Decision Making: The ability to make sound decisions in this position is crucial. The most difficult decisions are related to the budget and are obviously fiscal in nature. Daily decisions must be made with respect to investments, accounting procedures, and citizen concerns/requests.

Supervision: This employee does not have supervisory responsibilities over subordinate personnel. The City Clerk is also largely independent in determining what tasks are to receive priority as many of the duties of the City Clerk are established in Kansas Statutes. Additional work tasks are often determined by the Mayor or City Council, and occasionally by other department heads.  

Financial Accountability: The City Clerk and Deputy City Clerk are directly responsible for city resources and equipment. This employee has authority to purchase equipment, supplies, etc. up to a predetermined amount without prior approval. The City Clerk and Deputy City Clerk are also required to be bonded, responsible for revenue generation and expenditure control, and are direct participants in the annual budget process.

Personal Relations: These positions are in daily contact with other employees at all levels of employment within the city, and are also in daily contact with the city’s elected officials and the general public. The employee also interacts on a weekly basis with elected officials from other organizations/government entities.

Working Conditions: This position works in an office environment.

Physical Requirements: This position requires limited physical activity to perform daily tasks. The employee must be a qualified voter of Linn County, Kansas.
