Today, my Office has successfully submitted our requested 2025 Budget to the County Budget Officer. I am proud of my employees for the sacrifices and dedication they give to the Citizens of Bates County. I believe my employees are the biggest asset to the Sheriff's Office and to the Citizens of Bates County. This year, the County Commissioners approved a 5% Cost of Living Adjustment for all county employees. This equates to an additional $187,000 in salaries for the Sheriff's Office. Approximately 55% of our annual budget is allocated to the Salaries of the Sheriff's Office. In the 2025 proposed budget, we had to increase our line items in three areas. Salaries, Insurance and vehicles (two of these are out of our control). Because of the COLA raise the salary line items increased to cover the additional cost and overtime. The increase in Insurance cost is being felt across the nation by almost all law enforcement. This line item was increased to cover the rising cost. In previous years, the Sheriff's Office has leased/purchased our fleet of patrol vehicles. This allows for the Sheriff's Office to provide the deputies with safe and quality vehicles and spread the cost of those vehicles over 3 to 4 budget years. This year, there is enough in the budget to purchase the vehicles outright, instead of leasing the fleet, saving the Sheriff's Office approximately $8,000 to $9,000 a year in interest. After one of our Deputies was nearly killed from a vehicle striking the rear of his vehicle at 70mph, the safety of the patrol vehicle is just as important as providing a bullet resistant vest. Considering the three largest increased line items mentioned above, the Sheriff's Office is only requesting approximately $21,000 increase over last year's approved budget. In 2024 the Sheriff's Office spent most of the year negotiating contracts for jail housing. This will result in an increase of $600,000 to $1,000,000 dollars in additional revenue for law enforcement. I am proud of the staff at the Sheriff's Office. It's their hard work and dedication that has helped Bates County as a whole become financially stable. Bates County does have a ½ cent Law Enforcement Tax but it does not cover all the costs of the four Offices (Prosecutor, Juvenile, Coroner, and Sheriff’s Office) that are supposed to be funded out of that tax. Without the hard work, sacrifice and dedication of the Staff at the Sheriff's Office, law enforcement would require the General Fund to provide all of jts funding and that would greatly reduce the services currently provided to the Citizens we have today. These reductions would not just be at the Sheriff's Office, but across most, if not all of the other elected offices. Currently, the Sheriff's Office's budget is 100% self-sufficient, not using any locally collected sales tax and has never received any property tax.

Arrest made after pursuit in Bates County

On 12-08-2024 Deputies with the Bates County Sheriff's Office responded to Adrian, Mo to assist the Adrian PD Officer with a report of a male subject threatening employees of a business and brandishing a firearm to them.

A short time later, the male subject was located in his truck and Officers and Deputies began giving multiple verbal commands for the male to exit the truck. The male subject refused to comply and began yelling obscenities to law enforcement. Due to the subject reportedly brandishing a firearm, the deputies continued to give verbal commands while using a ballistic shield to approach the truck and place a tire deflation device under the rear tire. The male subject saw the Deputies approach and put his vehicle in drive and then fled from the scene. A pursuit was initiated and the Missouri State Highway Patrol was able to set up additional tire deflation devices along the route of the pursuit. The subject continued to flee from Law Enforcement after his rear tires were deflated. The male subject stopped his vehicle at one point, and exited. Deputies began to again, give verbal commands to the male subject, but the subject re-entered the truck and fled a second time. A Corporal with the Sheriff's Office, who's patrol vehicle is equipped with the Grappler device took lead in the pursuit and began to initiate a Grapple on the fleeing truck. As the Deputy initiated the Grapple, the subject pulled over and stopped.

Deputies approached the subject's vehicle and used a window break device to break the driver's window out and unlock the truck door. Deputies then attempted to take the driver into custody and he began to resist and fight deputies. The subject had a set of metal handcuffs in his vehicle, which he used as a weapon and began striking Deputies and Officers with the handcuffs, his fists and his feet. A Sergeant on scene deployed his taser and the subject was extracted from the vehicle as he continued to fight and pull the taser prongs out. The subject was taken into custody and transported to the hospital to be medically cleared before being taken to the Bates County Jail.

One Deputy involved, was also treated at the hospital due to being struck in the eye by the male subject with the handcuffs in his fist. The Deputy suffered multiple fractures to his eye and a hole in his retina. The Deputy is expected to recover but will need further medical treatment for his injuries.

On 12-09-2024 the Judge issued a warrant for Micah A. Breshears for Assault 2nd Degree- Special Victim, Aggravated fleeing, and Unlawful use of a weapon- exhibiting. Bond was set at $50,000 Cash or Surety. This case is being investigated by the Adrian Police Department.
